SNAP Fraud Framework Implementation Grant

The Supplemental Nutrition Assistance Program (SNAP) Fraud Framework Implementation Grant (SFFIG) for Fiscal Year 2025 is offered by the U.S. Department of Agriculture’s Food and Nutrition Service (USDA FNS). The program reflects USDA Secretary Rollins’ commitment to minimizing fraud, waste, and abuse within SNAP, the nation’s largest nutrition assistance program. This competitive grant opportunity is designed exclusively for state agencies that administer SNAP, supporting them in implementing fraud prevention, detection, and investigation measures based on the SNAP Fraud Framework. This framework, developed from pilot programs and state best practices, provides a comprehensive, adaptable set of tools and strategies to strengthen program integrity. Authorized under Section 29(a) of the Food and Nutrition Act of 2008, the grant aims to reduce recipient fraud, particularly related to the misuse of Electronic Benefit Transfer (EBT) cards. Funding can be applied to various activities, including organizational management, performance measurement, recipient education, fraud detection, investigations, data analytics, and workforce development. Grant-funded initiatives may range from transitioning to chip-enabled EBT cards to developing training programs, building fraud detection dashboards, or designing public education materials on benefit protection. Proposals must align with at least one of the program’s seven key objectives and include specific, measurable activities and indicators. In FY 2025, a total of $5 million is available, with individual award amounts ranging from $150,000 to a maximum of $750,000. USDA anticipates issuing approximately 10 awards. The period of performance extends from September 2025 through September 2028. Funds may be used for personnel, travel, training, supplies, equipment, contracts, and consulting services, provided they directly support SNAP activities. Costs must be reasonable, necessary, and allocable to SNAP. Indirect costs are allowed if supported by a Negotiated Indirect Cost Rate Agreement (NICRA) or through a 15% de minimis rate if no NICRA is available. Only state agencies that administer SNAP in the 50 states, the District of Columbia, Guam, and the U.S. Virgin Islands are eligible to apply. For county-administered states (such as California or Ohio), county agencies may apply with a letter of commitment from the state SNAP agency. Each state may submit only one application. No cost sharing or matching is required. All applicants must have a Unique Entity Identifier (UEI), be registered in the System for Award Management (SAM), and submit required forms through Grants.gov. Required documents include SF-424 series forms, budget narrative, project summary, project narrative, letters of support, and FNS-906 Financial Questionnaire. Applications must be submitted through Grants.gov by July 31, 2025, at 11:59 PM Eastern Daylight Time. Late or incomplete applications will not be considered. FNS will conduct a technical and merit review, scoring proposals based on soundness of project design, implementation plan, sustainability, budget efficiency, and staff qualifications. The anticipated award announcement will occur in September 2025. Quarterly performance reports (FNS-908) and financial reports (SF-425) will be required.
