The New York State Department of Veterans’ Services (NYS DVS) and the Dormitory Authority of the State of New York (DASNY) have launched the Round 3 Request for Grant Applications (RGA) for the Veterans’ Nonprofit Capital Program (VNCP). This program supports New York-based nonprofit veterans’ organizations by funding capital improvements that enhance facilities serving veterans. VNCP Round 3 offers awards ranging from $25,000 to $75,000, with a total funding pool of no less than $1.35 million, comprising reappropriated funds from previous budget cycles and recaptured awards from earlier VNCP rounds.
The program funds capital projects such as facility construction, renovation, rehabilitation, and durable equipment purchases with a useful life of 10 years or more. Ineligible expenses include general maintenance, working capital, lease payments, debt repayment, and administrative fees. The grant is highly competitive, and applicants must demonstrate the ability to complete their projects within the eligible timeframe of April 1, 2025, to April 1, 2029. Prequalification through New York’s Statewide Financial System (SFS) is mandatory.
Eligible applicants must be nonprofit veterans' organizations incorporated under IRS 501(c)(19) or 501(c)(23) designations or equivalent, with at least 75% of dues-paying members being current or former U.S. Armed Forces members. Organizations must have been in existence in New York for at least five years, be in good standing, and provide sufficient proof of site control and matching funds (if applicable).
The application period opens April 21, 2025, and closes at 11:59 PM on May 30, 2025. Applications must be emailed to vncp@dasny.org. Awards are expected to be announced by July 1, 2025. A mandatory pre-application webinar recording and resources on prequalification are available online. Applicants may direct questions to the designated VNCP Coordinator via vncp@dasny.org, with questions due by April 11, 2025. Responses will be posted no earlier than April 18, 2025.
Scoring will be based on application completeness, project impact and organizational effectiveness, and financial and budget review, with a minimum score of 70 required for funding consideration. Grantees will be required to comply with New York State's Environmental Quality Review Act (SEQRA) and complete a Grant Disbursement Agreement prior to fund distribution.
