The Indiana Criminal Justice Institute (ICJI) is currently accepting applications for the 2025โ€“2026 Family Violence Prevention and Services Act (FVPSA) grant program. This initiative is funded by the U.S. Department of Health and Human Services (HHS), specifically the Administration for Children and Families (ACF) through the Office of Family Violence Prevention and Services (OFVPS). The programโ€™s central purpose is to support efforts in preventing incidents of family violence, domestic violence, and dating violence, as well as to provide immediate shelter, support services, and access to community-based resources for victims and their dependents. Special emphasis is placed on underserved populations, including children exposed to such violence. The FVPSA program is administered at the state level by ICJI, and all applications must be submitted online via IntelliGrants by 11:59 PM Eastern Time on Wednesday, August 6, 2025. The award period for this grant runs from October 1, 2025, through September 30, 2026. Grantees are expected to begin operations within 60 days of the award start date, and all funds must be obligated by the close of the performance period. Reimbursement-based funding will be provided, requiring recipients to verify both expenses and payments on a monthly or quarterly basis. Eligible applicants include local public agencies or nonprofit private organizations such as faith-based organizations, charitable and community-based organizations, tribal entities, and voluntary associations. All applicants must have a documented history of effective work with victims of family violence, domestic violence, or dating violence. They must also complete a prequalification process, including obtaining a Unique Entity ID from SAM.gov, maintaining active SAM registration, and demonstrating good standing with the Indiana Department of Revenue, the Department of Workforce Development, and the Secretary of State. Funding allocation rules stipulate that at least 70% of awarded funds must go to programs primarily offering immediate shelter and supportive services, and at least 25% must support prevention and other support services. Award amounts are expected to range between $10,000 and $100,000 across approximately 35 to 40 recipients. A 20% match is required, calculated as $1 in non-federal contributions for every $5 in federal funds. Match contributions may be cash or in-kind and must comply with relevant federal cost principles. Applications must include a detailed sustainability plan, a project timeline, and at least one letter of endorsement. Depending on the budget and activities proposed, applicants may also need to submit job descriptions, indirect cost documentation, and a complete organizational budget using ICJIโ€™s nonprofit applicant budget form. Program costs must be reasonable, necessary, and supported by adequate documentation. Prohibited expenses include direct financial aid to clients, fundraising, real estate purchases, and vehicle acquisitions. Grant applications will be competitively reviewed based on completeness, eligibility, compliance with purpose areas, and the allowability of budget items.
