New Mexico Home Recovery Program
This program provides financial assistance to homeowners in Lincoln and Chaves Counties, New Mexico, who suffered damage to their primary residences from recent disasters, helping them with repairs, reconstruction, and related recovery efforts.
The New Mexico Home Recovery Program is a targeted housing recovery initiative funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. Administered by the U.S. Department of Housing and Urban Development (HUD), the program provides $100 million in dedicated disaster recovery funds to assist residents of Lincoln and Chaves Counties in New Mexico who were directly affected by the South Fork Fire, Salt Fire, and subsequent flooding declared under federal disaster declarations DR-4795 and DR-4843. This initiative is part of the broader $137 million CDBG-DR appropriation awarded to the State of New Mexico by Congress for post-disaster community rebuilding. This program offers financial assistance to eligible homeowners whose primary residences sustained damage during the 2024 disasters. Eligible expenses under the program include structural repairs, roofing, plumbing and electrical systems restoration, mold remediation, interior and garage repairs, home elevation, full reconstruction, and new home construction. Assistance may also include relocation support if needed to complete reconstruction efforts. All work must be directly related to unrepaired damage from the covered disaster events. Applicants must meet specific eligibility criteria to qualify for assistance. Individuals must be U.S. citizens or Lawful Permanent Residents who owned and occupied a home in either Chaves or Lincoln County at the time of the 2024 disaster events, and who continue to own and occupy that home as their primary residence. Additionally, applicants must demonstrate household income at or below 120% of the Area Median Income (AMI) and show documented, unrepaired disaster damage. They must also be in good standing with mortgage and property tax obligations. The program prioritizes assistance to households with seniors (62 or older), persons with disabilities, disabled household members, and families with children under 18. The program excludes funding for certain ineligible expenses such as cosmetic upgrades, second homes, property acquisition, non-residential structures, debt repayment, and temporary housing construction. Applications requesting funding for ineligible activities, such as luxury improvements or personal property replacement, will not be considered for award. Eligible residents may submit their applications using the official forms provided in English and Spanish. Support is available through the State Disaster Case Managers, who can assist applicants with completing forms and understanding program requirements. Applicants may call the designated helpline to receive one-on-one guidance throughout the process. The program is currently accepting applications on a rolling basis, and no specific deadline has been announced. While the initiative is not defined as recurring, residents are encouraged to apply promptly as funding is limited. Once funds are expended, no additional cycles are guaranteed. Applications will be reviewed and processed as received, and eligible applicants will be notified regarding next steps and funding determinations.
