Grant Description

The State and Local Cybersecurity Grant Program (SLCGP), coordinated by the Oklahoma Office of Homeland Security in partnership with the State of Oklahoma Cybersecurity Planning Committee, supports efforts to strengthen cybersecurity capabilities among state and local government entities. This program is part of a broader national initiative led by the U.S. Department of Homeland Security, made possible through the Infrastructure Investment and Jobs Act (Bipartisan Infrastructure Law). The program's primary goal is to improve the cybersecurity posture of state, local, and tribal (SLT) governments by supporting strategic investments in planning, assessment, monitoring, and training. Cybersecurity threats are growing in both complexity and scale. These threats endanger critical infrastructure and the security of essential services, making cyber resilience a high priority. Malicious actors can operate remotely, exploit widespread software vulnerabilities, and target interconnected systems. As SLT governments play a crucial role in the nation's cyber infrastructure, the SLCGP aims to fund targeted improvements that build long-term resilience and enhance operational security across multiple jurisdictions. Eligible applicants for this grant include state and local units of government, tribal governments, and publicly funded educational institutions. Nonprofit and private entities are not eligible. Each application must align with one of the four program objectives outlined in the Oklahoma Statewide Cybersecurity Plan: Planning, Assessments, Monitoring, and Training. Interested applicants must request a copy of the plan by contacting the Oklahoma Office of Homeland Security. Applications should clearly demonstrate how proposed projects meet the goals outlined under one of the objectives. Each applicant is required to submit an Investment Justification (IJ) worksheet, available on the Oklahoma Office of Homeland Security website under the grants tab. The completed application must be submitted to hsgrants@okohs.ok.gov for initial review. Following this, applications will be assessed by the State Cybersecurity Planning Committee. Attendance at the committee review meeting on December 11, 2025, is encouraged, though not mandatory. The current application cycle has a deadline of October 31, 2025, and carries a mandatory cost-sharing requirement of 40%. The maximum application amount is $300,000, making the total maximum project value $500,000 when including the match. All awarded projects must comply with the 2025 SLCGP Notice of Funding Opportunity and are subject to applicable federal and state regulations. Although the program currently lacks available funds, it is expected that additional funding will become accessible later this year. Applicants are advised to monitor the Oklahoma Office of Homeland Security website or follow official social media accounts for updates on future opportunities.
