Tajikistan: Early Detection and Response Pilot

The U.S. Department of State’s Bureau of Counterterrorism has announced a funding opportunity under the title “Tajikistan: Early Detection and Response Pilot.” This Notice of Funding Opportunity (NOFO), labeled DFOP0017310, offers support for initiatives that enhance the capacity of local communities and government entities in Tajikistan to detect and respond to terrorist threats. The initiative is part of the Department’s FY 2024 Nonproliferation, Anti-terrorism, Demining, and Related (NADR) Programs. A total of up to $1,497,975 is available, and only one cooperative agreement will be awarded under this funding cycle. Applications are due by August 7, 2025, and the anticipated program start date is September 30, 2025. The proposed performance period should be 24 to 36 months. The primary objective of this funding opportunity is to bolster Tajikistan’s community-level resilience to terrorism by developing and implementing early detection strategies. The program targets remote and at-risk communities, aiming to build communication, trust, and coordination capabilities that will enable timely reporting and intervention regarding illicit activity or radicalization signs. Three primary outcomes are envisioned: empowering the Tajik government to engage key stakeholders at the community level, increasing local capacity for detection and incident response, and training personnel to effectively manage security crises. The focus aligns with two Functional Bureau Strategy (FBS) goals: disrupting terrorist plots and reducing radicalization and recruitment to violence. Eligible applicants include not-for-profit organizations, public and private educational institutions, public international organizations (PIOs), and governmental institutions. Applicants must possess a Unique Entity Identifier (UEI) and an active registration in SAM.gov at the time of submission. Only one proposal is permitted per organization, and multiple submissions from the same applicant will result in disqualification. Cost sharing or matching is not required and will not affect the competitive evaluation of applications. The application package must be submitted through Grants.gov or MyGrants and must include several mandatory forms: SF-424, SF-424A, SF-424B, and SF-270 (if applicable). Additionally, applicants must include a detailed proposal (not exceeding 12 pages) that includes a program summary, organizational background, methodology and design, situational analysis, problem statement, theory of change, logic model, a performance monitoring plan (PMP), and proposed schedule. Key personnel bios, letters of support from partners, risk analysis, and relevant audit documentation are also required. Evaluation of proposals will be based on quality and feasibility of the program idea, organizational capacity, cost-effectiveness, monitoring and evaluation methodology, and sustainability. Proposals must demonstrate alignment with CT’s strategic objectives, articulate a detailed performance monitoring plan with three or more CT indicators, and include a realistic budget and timeline. The successful grantee will work closely with U.S. government officials to finalize work plans, training schedules, and beneficiary selection. Significant collaboration with the Tajik government is expected, and the Department reserves the right to participate in major program decisions and public communications related to the program.
