OVC FY25 Services for Victims of Technology-Facilitated Abuse

The Office for Victims of Crime (OVC), a component of the U.S. Department of Justice’s Office of Justice Programs (OJP), has released a funding opportunity titled “OVC FY25 Services for Victims of Technology-Facilitated Abuse.” This Notice of Funding Opportunity (NOFO) responds to a rising need for comprehensive support services for victims of abuse committed using technology. OVC’s mission is to uphold justice by supporting crime victims and promoting civil rights, and this initiative is directly tied to the recent enactment of the TAKE IT DOWN Act in May 2025. That legislation criminalizes non-consensual distribution of intimate imagery, among other technology-based abuses, and reflects a broader national priority to address harms that can occur in digital spaces. The program aims to fund projects that deliver direct services to victims of technology-facilitated abuse (TFA), which encompasses a range of harmful activities including online stalking, sextortion, impersonation, and image-based sexual abuse (including synthetic images or “deepfakes”). The grant will prioritize services that help victims regain privacy, manage safety, remove harmful content, access mental health resources, and understand their rights. The overarching goal is to identify and assist victims through community-coordinated protocols, with measurable outcomes to be reported quarterly via OVC’s performance tracking tools. A total of $3,000,000 is available under this NOFO, with up to three awards expected to be made. Each grant may be funded up to $1,000,000, and the project period will span 36 months beginning on or around October 1, 2025. Cost sharing or matching funds are not required. The funding instrument for this opportunity will be cooperative agreements, allowing OVC substantial involvement in implementation. Eligibility is broad and includes state and local governments, tribal entities (federally and non-federally recognized), public and private higher education institutions, public housing authorities, and nonprofit organizations regardless of 501(c)(3) status. For-profit entities and individuals are not eligible to apply. Only one application per entity is permitted, although the same organization may appear as a subrecipient in other applications. Applications involving multiple partners are accepted, but only one organization may serve as the lead applicant. Applicants must submit a two-part application, beginning with the SF-424 via Grants.gov by August 15, 2025, at 11:59 p.m. ET. The second step requires submission of the full application through JustGrants by August 20, 2025, at 8:59 p.m. ET. The full application includes a proposal narrative (max 10 pages), a budget detail form, resumes of key staff, and responses to required disclosures. Applicants should also review performance measurement requirements and be prepared to report on progress and outcomes during the life of the grant. Award decisions are expected by September 30, 2025. Applications will be reviewed for eligibility and completeness before undergoing a merit-based peer review process. Evaluation will focus on five criteria: statement of the problem, project goals and objectives, design and implementation, capabilities and competencies, and budget reasonableness.
