OVC FY25 Services for Victims of Technology-Facilitated Abuse

The Office for Victims of Crime (OVC), a component of the U.S. Department of Justice's Office of Justice Programs (OJP), is soliciting applications for its FY25 Services for Victims of Technology-Facilitated Abuse program. This funding opportunity reflects the DOJ's broader mission to uphold the rule of law, enhance public safety, and safeguard civil rights. OVC aims to support initiatives that directly benefit victims of crimes, especially emerging types such as technology-facilitated abuse (TFA), which includes a spectrum of technology-based harms. This program is being offered in response to the federal enactment of the TAKE IT DOWN Act in May 2025, which addresses the non-consensual distribution of intimate images and related crimes. TFA encompasses a wide array of digital misconduct, including sextortion, online stalking, deepfakes, image-based sexual abuse, and cyberharassment. These behaviors are characterized by the use of digital platforms and tools to harm, control, threaten, or exploit victims. The grant seeks to empower service providers to develop protocols and offer direct support services such as image removal, privacy management, safety planning, and mental health resources. The total amount allocated under this opportunity is $3 million, with an anticipated maximum of $1 million per award. The program expects to make three awards, each with a 36-month performance period beginning on October 1, 2025. No cost sharing or matching is required. Funds must be used in a manner compliant with federal civil rights and immigration laws. Notably, programs violating these federal statutes, promoting violations, or impeding law enforcement operations will be deemed ineligible for funding. Eligible applicants include state, county, city, and township governments, federally and non-federally recognized tribal governments, educational institutions (both public and private), housing authorities, and nonprofit organizations regardless of their 501(c)(3) status. For-profit organizations, individuals, and small businesses are not eligible. Only one application may be submitted per entity, though organizations may be subrecipients in multiple applications. Applications must be submitted through a two-step electronic process involving Grants.gov and JustGrants. The first step, submission of the SF-424 form, is due by August 15, 2025, at 11:59 p.m. Eastern Time via Grants.gov. The second step, submission of the full application package, must be completed by August 20, 2025, at 8:59 p.m. Eastern Time in JustGrants. Late submissions will only be considered in cases of documented technical issues beyond the applicant's control. Applicants will be evaluated based on the problem statement, project goals and objectives, project design, capabilities and competencies, and budget. Projects aligning with OJP’s strategic goals—such as supporting law enforcement, protecting American children, and aiding victims of trafficking and sexual violence—may receive priority consideration. Award notices are expected by September 30, 2025, and will include standard reporting requirements such as quarterly performance and financial reports.
