The Parkersburg Area Community Foundation and Regional Affiliates (PACF) administers the Community Action Grants Program to support community-driven efforts that improve the quality of life within its 11-county service region. Established in 1963, the PACF is a 501(c)(3) public charity managing nearly 500 charitable funds. Its mission is to strengthen the region by partnering with generous individuals, families, and organizations. The Foundation prioritizes projects aligned with its key focus areas: arts and culture, education, health and human services, recreation, youth and family services, and community and economic development. Through the Community Action Grants Program, PACF ensures that donor contributions are directed toward high-impact initiatives that address pressing local needs. Applications for the Spring 2026 grant cycle open on January 15, 2026, and close on March 15, 2026. Grants are competitive and accepted through a streamlined online portal. Applicants are required to submit a completed application form along with a list of officers and board members, the most recent fiscal year financial report, and a copy of their most recent IRS 990 or 990-N if applicable. Only one application is allowed per organization per cycle, except in cases where the organization serves as a fiscal sponsor. Eligible applicants include nonprofit organizations with 501(c)(3) status and public institutions such as schools or government agencies. The Foundation does not accept applications from individuals. Organizations must have submitted a final report for any previous PACF grant to be eligible for new funding. Operating support is limited to nonprofits and not available for governmental entities or educational institutions. Operating support is further classified into two types: Type 1 supports financial stability during times of fiscal challenge, and Type 2 enhances organizational capacity for growth. Both types have detailed requirements, including demonstrated need and realistic plans for improvement. The PACF generally awards grants up to $20,000, though requests above this amount may be considered if they involve significant collaboration or regional impact. Grant funds may be used for capital improvements, equipment purchases, program development, technical assistance, and capacity-building projects. The Foundation encourages projects that expand outreach, meet new or evolving needs, improve operational effectiveness, or leverage matching grants. Projects that address systemic issues such as substance use disorders or promote diversity, equity, and inclusion are given special consideration. Applications are reviewed for their impact, planning quality, reach, and sustainability. Projects must be feasible and aligned with the Foundation's priorities. Operating support is awarded for one year at a time, with the potential for annual renewals up to three years, subject to satisfactory progress reporting. After three years, organizations must wait at least one year before reapplying for operating support. Successful applicants are required to sign a grant agreement and complete their projects within 12 months. Extensions may be granted upon request. A final report must be submitted within this timeframe, and failure to do so affects future eligibility. The Foundation may also host a public grant award event to recognize donors.
