Grant Description

The Space Development Agency (SDA) has issued a Broad Agency Announcement (BAA) for Proliferated Warfighter Space Architecture (PWSA) Systems, Technologies, and Emerging Capabilities (STEC), designated FA240125S0001. This BAA seeks innovative architecture concepts, systems, technologies, and capabilities that enable significant advancements for future PWSA tranches or introduce new capability layers to address evolving warfighter needs. SDA is soliciting executive summaries, proposal abstracts, and full proposals for funding consideration. The PWSA is a defense space architecture that supports global military operations with capabilities such as secure communications, missile tracking, navigation, battle management, and situational awareness. The BAA specifically seeks solutions in four key focus areas: Beyond Line-of-Sight Data Transport and Warfighter Communications – Improving low-latency space-based communication networks, optical communication terminals, tactical satellite communications, and data transport solutions. Advanced/Alternate Position, Navigation, and Timing (PNT) – Developing GPS-independent navigation systems, precise time transfer, and resilient PNT capabilities for denied environments. Advanced Target Custody, Warning, Tracking, and Defeat – Enhancing space-based detection, tracking, and battle damage assessment for hypersonic and other emerging threats. Global Battle Management – Advancing AI-driven command and control, cybersecurity, automation, and real-time battle management frameworks. Multiple awards are anticipated under procurement contracts or Other Transaction Agreements (OTAs). SDA will select projects based on technical innovation, feasibility, and relevance to its mission. Awards may be structured in phases with options for continued funding based on successful milestone completion. Cost-sharing is not required but is encouraged if projects have commercial applications. Eligible applicants include industry, academia, nonprofit organizations, and research institutions. Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs) must demonstrate that their proposed work is not otherwise available from the private sector and obtain sponsor authorization. Non-U.S. organizations and individuals may participate if they comply with export control laws and security regulations. The submission process involves three stages: Executive Summary (optional but encouraged) – A brief 2-page overview to gauge SDA interest. Proposal Abstract (recommended) – A 5-page document providing more details about the concept, technical approach, and rough cost estimates. Full Proposal (by invitation only) – A detailed submission covering technical feasibility, risks, transition plans, and budget. Proposals must be submitted electronically via email to SDA at ussf.pentagon.sda.mesg.fa250125s0001-mbx@mail.mil. Proposals will be evaluated based on technical merit, relevance to SDA’s mission, cost realism, schedule feasibility, and proposer capabilities. SDA anticipates multiple contract awards, and successful projects may transition into full-scale deployment within the PWSA framework.
