Home Modification Loan Program
This program provides zero-interest loans to Massachusetts residents with disabilities or those living with disabled or elderly household members to make essential home modifications for improved safety and accessibility.
The Home Modification Loan Program (HMLP), administered by the Community Economic Development Assistance Corporation (CEDAC), offers zero-interest, deferred-payment loans to help Massachusetts residents with disabilities—or those living with household members who have disabilities or are over age 60—make necessary modifications to their homes. Established in 1999 through legislation by the Massachusetts Legislature, the program’s purpose is to allow individuals to remain in their homes and communities by improving safety, independence, and accessibility. Over the past two decades, HMLP has supported over 3,000 households by financing a range of accessibility improvements. Eligible modifications include ramps, stair-lifts, and platform lifts; kitchen and bathroom upgrades; handrails, brighter lighting, widened doorways, and flooring adjustments; as well as creation of additional living space such as accessory dwelling units or in-law apartments. The program also covers installations such as hard-wired alarm systems, sensory integration or therapy spaces, and fencing when appropriate for accessibility. However, it does not fund repairs for windows, roofs, heating systems, or septic systems. To qualify, applicants must be residents of Massachusetts and meet income-based eligibility requirements. They must also demonstrate a documented need related to a disability or age of a household member. The program is open to homeowners as well as small landlords making modifications for an eligible tenant. All loans are interest-free and payments are deferred, meaning repayment typically only occurs when the home is sold or transferred. There is no matching requirement or cost share associated with the program. Applications are reviewed on a rolling basis and funding is contingent on continued support from the state legislature.
