Grant Description

The U.S. Department of Justice, through the Office on Violence Against Women (OVW), is soliciting applications for the Fiscal Year 2025 Training and Services to End Violence and Abuse Against Individuals with Disabilities and Deaf People Program. Established in 1995, OVW administers programs under the Violence Against Women Act and subsequent legislation, providing national leadership in addressing domestic violence, dating violence, sexual assault, and stalking. This particular program aims to strengthen training, consultation, and information-sharing on abuse and violence affecting individuals with disabilities and Deaf people, while also enhancing the delivery of direct services to these communities. The program’s primary purpose is to address domestic violence, sexual assault, dating violence, stalking, and abuse by caregivers, focusing on individuals with disabilities as defined in the Americans with Disabilities Act and Deaf people. Funding may be used for multiple purposes, including personnel, training, technical assistance, outreach, advocacy, risk reduction, intervention, and prevention. Other eligible activities include cross-training for service providers and first responders, technical assistance to modify policies and procedures for accessibility, ensuring compliance with federal anti-discrimination laws, and modifying facilities or acquiring equipment to meet accessibility needs. OVW expects to distribute approximately $12,000,000 in total funding, with up to 20 awards anticipated, each valued at up to $600,000 for a project period of 36 months. The program does not require matching funds or cost sharing. Awards will begin on or about October 1, 2025. Applications must include a proposal narrative, budget and budget narrative, and a Memorandum of Understanding documenting required partnerships. Required partnerships include at least one victim service provider serving survivors of domestic violence, sexual assault, stalking, or dating violence and at least one nonprofit or tribal organization serving individuals with disabilities or Deaf people. Projects must be implemented at the state or local level and cannot be regional, multi-state, or national in scope. Eligible applicants include state governments, units of local government, tribal governments, tribal organizations, victim service providers, and nonprofit nongovernmental organizations serving people with disabilities or Deaf people. Ineligible entities include law enforcement agencies, prosecutors’ offices, probation and parole departments, universities, and nonprofits that maintain offshore accounts to avoid taxation. Additionally, applicants must demonstrate compliance with federal rules and program requirements. Applications without the required partnerships will not be considered. Applicants must submit the Standard Form SF-424 via Grants.gov by September 23, 2025, and the full application through JustGrants by September 25, 2025. OVW anticipates notifying applicants of funding decisions on or about October 1, 2025. Applications must adhere to strict formatting requirements and cannot exceed 20 double-spaced pages for the narrative. The review process includes responsiveness checks, peer review by practitioners with expertise in violence prevention and services, and a programmatic review for statutory compliance and victim safety. OVW reserves the right to reduce points for noncompliance and to consider past performance, risk reviews, and statutory considerations when making funding decisions. Program funds cannot be used for research, lobbying, fundraising, real property purchases, construction, or activities determined to compromise victim safety or undermine offender accountability. Certain costs, such as food and beverage for events, require prior approval. Recipients must also participate in OVW-sponsored technical assistance, report performance indicators, and adhere to reporting and monitoring requirements. Successful applicants will be required to comply with additional post-award requirements, including semi-annual performance reports and quarterly financial reports.
