This funding opportunity provides $6 million to the National Center for Missing & Exploited Children to enhance their operations in preventing child abduction and sexual exploitation, supporting families, and assisting law enforcement and community stakeholders.
The U.S. Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP) has released the FY25 National Center for Missing & Exploited Children โ IAA USSS Invited to Apply funding opportunity. This program provides $6,000,000 in federal support for the National Center for Missing & Exploited Children (NCMEC), a nonprofit organization founded in 1984 that operates the National Resource Center and Clearinghouse. NCMECโs role is to prevent child abduction and sexual exploitation, locate missing children, and provide technical assistance and training to victims, their families, and professionals engaged in these cases. The award is anticipated to be made as a cooperative agreement, which allows OJP to maintain substantial involvement in the funded activities. The programโs objectives are to maintain and enhance the operations of the National Resource Center and Clearinghouse. Through this effort, NCMEC will provide a range of services, including operational support, outreach and prevention activities, family advocacy, case analysis, sex offender tracking, technology services, communications, and forensic services. The work supports law enforcement, social service providers, prosecutors, child care professionals, and other community stakeholders. The ultimate goal is to strengthen systems that prevent exploitation, improve responses when children go missing, and enhance support for families in crisis. Funding may be used for activities consistent with these objectives but may not support programs or activities that violate federal immigration law, federal civil rights or nondiscrimination law, or provide legal services to undocumented individuals except in limited circumstances such as protective orders for crime victims. The award recipient will be required to provide deliverables such as outreach campaigns, educational resources like the NetSmartz website, family support activities, offender tracking data, CyberTipline operations, media communications, and forensic reconstructions for long-term missing children. This funding opportunity is exclusive to the National Center for Missing & Exploited Children. The program does not require cost sharing or matching contributions. One award is anticipated, with the total amount allocated at $6,000,000. The award ceiling and floor are both set at $6,000,000. The period of performance is expected to begin on October 1, 2025, and last for 12 months. OJP requires the recipient to comply with standard reporting obligations, including quarterly financial reports, semiannual performance reports, and a final performance report. Award recipients may also be subject to audits and evaluations to ensure compliance and performance. Applications follow a two-step submission process. First, the SF-424 form must be submitted in Grants.gov by September 3, 2025, at 11:59 PM Eastern Time.
