Re-allocation of an Existing Apartment Treatment Program for Adults with a Serious Mental Illness Fulton CountyThe Office of Mental Health (OMH) announces this Request for Proposals (RFP) for the operation of an Apartment Treatment Program with capacity to serve 11 individuals housed in scattered site apartment units located in Fulton County. This program is currently not in operation, the successful applicant will be required to develop all housing units in Fulton County. All housing units target adults with serious mental illness or who have a co-occurring substance use disorder.All proposals to this RFP must be submitted through the SFS. No hard copy or electronic (email) submissions will be accepted. Instructions for this can be found in Section 2.9 of the RFP. All applicants must be Prequalified by the due date and time for this RFP.

Eligible Agencies Prequalification is required for all not-for-profit organizations seeking grant funding from New York State. Please see Section 2.8 and 2.9 for additional Prequalification information. Eligible applicants are not-for-profit agencies with 501(c)(3) incorporation that are currently operating an OMH-licensed Apartment Treatment Program in OMH’s Central New York Region. An agency with prior takeover experience and/or those that have a proven track record of accepting OMH priority populations and transitioning individuals to more independent housing, are urged to apply.
