Innovate ND
This program provides financial support to North Dakota-based entrepreneurs for validating business ideas and conducting market research, helping them grow scalable businesses in the state.
Innovate ND is a state-funded, voucher-based reimbursement initiative administered by the North Dakota Department of Commerce. The program is designed to support entrepreneurs across North Dakota in validating their business concepts and conducting customer and market research. By partnering with regional Entrepreneur Centers, Innovate ND aims to promote innovation, economic diversity, and the growth of scalable businesses throughout the state. Participants may receive up to $50,000 in reimbursable expenses across two phases, each capped at $25,000 and lasting six months. The program’s structure emphasizes a practical, hands-on approach through the Lean Business Model Canvas, customer interviews, and iterative product development. Eligible expenses include legal, marketing, and product development services, while operating costs, salaries, and capital expenditures are excluded. All reimbursements require proof of payment and must occur within the program timeline. Entrepreneurs must be for-profit, North Dakota-based entities in good standing with the Secretary of State’s Office. At least one founder must reside in the state, and applicants must demonstrate potential to scale and qualify for Primary Sector Certification. Retail, hospitality, and local service ventures are ineligible. Nonprofits and past participants are also excluded. Applications are accepted in quarterly cycles, each consisting of an opening date, a submission deadline, and a subsequent panel review. The application requires a pitch deck, business plan or executive summary, and optionally a business model canvas. Submissions are scored based on team qualifications, innovation, market potential, and alignment with program goals. Top scorers are invited to pitch to the review panel for Phase 1 approval. Each participant is assigned a lead coach to support their progress through bi-weekly check-ins and email updates. Success in Phase 1 is a prerequisite for Phase 2, which includes further validation activities and refined strategic planning. The program is managed through Entrepreneur Centers located in Bismarck/Fargo, Jamestown, Fargo, and Grand Forks, with the Department of Commerce coordinating overall operations and reimbursements. Participants must complete a survey post-program, and funding is distributed on a first-come, first-served basis.
