If applicant is an Illinois-based organization or business3 or commits to becoming an Illinois-based organization or business upon receiving the federal award, at least 51% of the total project must consist of activities that occur in Illinois. 3. If applicant is NOT an Illinois-based organization or business and does NOT commit to becoming an Illinois-based organization or business upon receiving the federal award, at least 90% of the total project must consist of activities that occur in Illinois. 4. Project must be eligible for a specified federal grant program, for which the applicant intends to apply within 120 days of applying to this state program. 5. Applicant must commit to providing a financial contribution (cash) towards the project, which will be used to determine the State’s eligible matching award.
