The Delta Workforce Grant Program (DWP) is a federal initiative managed by the Delta Regional Authority (DRA) with the goal of strengthening workforce development across the lower Mississippi River Delta and Alabama Black Belt regions. Established in 2000, the DRA promotes economic development through investments in infrastructure, education, and workforce training, focusing on communities that have experienced significant economic challenges such as industrial downsizing and job losses. The 2026 cycle of the DWP continues to align with DRA’s Regional Development Plan IV, particularly Goal 2: Nurture Local Workforce Ecosystems, aiming to improve networks of organizations and institutions involved in workforce development. The 2026 DWP targets investments that are industry-led, worker-centered, and locally driven. Applicants are encouraged to develop sector-based partnerships involving businesses, education providers, and community organizations to train and place workers in in-demand roles. Supported projects may include registered apprenticeships, on-the-job training, customized curriculum development, and acquisition of equipment to enhance workforce training. The program also supports innovative delivery strategies such as online learning and simulation-based instruction, and it allows funding for participant support services including transportation and childcare—critical for improving accessibility and retention in training programs. Grant awards for the 2026 cycle range from $50,000 to $300,000, with total available funding of $4 million. The application window opens on March 17, 2026, and closes on May 15, 2026. A technical assistance workshop will be held on April 14, 2026. Awards will cover a performance period of up to 24 months, expected to begin in August or September 2026. Projects must demonstrate direct benefits to communities located within the DRA's eight-state region: Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee. Eligibility for the program includes a broad range of entities such as local governments, nonprofit organizations, economic development agencies, workforce boards, higher education institutions, technical schools, and federally recognized Tribes. Projects must serve individuals including new entrants to the workforce, dislocated or incumbent workers, and others needing upskilling. Within these categories, target populations may also include veterans, people with disabilities, youth, and individuals affected by substance use disorders. All proposals must demonstrate alignment with local or regional workforce needs and show how proposed training leads to gainful employment or advancement. Applicants are required to demonstrate at least a 10% cost share in cash or in-kind, unless they are located in or serving distressed counties/parishes, in which case the match is waived. Applications must include a detailed budget narrative, resumes for project staff, and letters of commitment from at least one employer, as well as other partners as applicable. Submissions are completed electronically through the DRA’s Grants Management System. Applications will be evaluated across several criteria, including community need, project design, workforce alignment, local partnerships, and capacity to deliver results.
