Grant Description

The Delaware Department of Education (DDOE) is offering a competitive, one-time funding opportunity through the School-Based Intervention Services Pilot Program. This initiative was launched following the passage of the Fiscal Year 2026 One-Time Supplemental Appropriations Act, signed by the Governor on July 1, 2025. Through this Act, the DDOE received an allocation of $1,000,000 to implement targeted interventions aimed at improving school climate, enhancing behavioral outcomes, and reducing classroom disruptions among Kโ€“12 students not currently eligible for alternative placements under state discipline codes. This pilot program is specifically designed to support on-site services for students who exhibit behavioral challenges that disrupt learning but do not qualify for placement in state-funded Consortium Discipline Alternative Programs (CDAP), as defined under 14 DE Admin. Code 611. Additionally, the program will assist students transitioning back into traditional school settings from CDAP or secure care facilities managed by the Department of Services to Children, Youth, and Their Families (DSCYF), in alignment with 14 DE Admin. Code 609. The services provided must align with each schoolโ€™s Multi-Tiered System of Supports (MTSS) and directly respond to issues identified in their School Discipline Improvement Plans (SDIPs). To qualify, schools must serve grades Kโ€“12 and must be listed in the DDOEโ€™s 2023โ€“2024 Annual Report on School Discipline Improvement as requiring an SDIP. Each eligible school must submit a separate application through its local education agency (LEA). Applications must be submitted using the designated templates (Appendices B and C), and must include the school's SDIP, a completed DDOE budget form, and narrative sections addressing goals, evaluation, sustainability, and assurances. The grant will cover expenses incurred between August 1, 2025, and June 30, 2026. Allowable costs include staff salaries, contracted services, travel, materials, and capital outlay. The application process is structured with several key milestones. A voluntary virtual information session was held on October 14, 2025, followed by a question submission deadline on October 28, 2025. Responses to all questions were posted by November 3, 2025. Complete applications must be submitted by November 14, 2025, at 4:00 PM to DDOE.SchoolClimate@doe.k12.de.us. Notification of initial awards is expected in November 2025. All programs must commence no later than December 1, 2025, and all activities should conclude by May 1, 2026. Final program data must be submitted to the DDOE by April 15, 2026, to support a statewide evaluation report due May 1, 2026. Applications will be reviewed and scored by a panel of DDOE representatives based on a rubric totaling 100 points, including criteria such as executive summary, goals and expected outcomes, policies, evaluation strategies, budgeting, sustainability, and assurances. The DDOE reserves the right to reject non-compliant applications and has specified that no changes to eligibility requirements will be granted. Appeals must be submitted in writing within 15 days of notification to the Director of Finance, Jennifer Carlson, at 401 Federal Street, Suite 2, Dover, DE 19901. All applicants are encouraged to design their programs with a focus on measurable impact, sustainability, and alignment with existing school discipline frameworks.
