Grant Description

The U.S. Embassy in Morocco, operating under the U.S. Department of State, has issued a Notice of Funding Opportunity (NOFO) titled "Connecting Moroccan Youth with U.S. Space Science and Technology" under the opportunity number OFOP0002098. Organizations eligible to apply must be not-for-profit entities, including think tanks, civil society NGOs, and educational institutions from either Morocco or the U.S. All applicants must possess a Unique Entity Identifier (UEI) and maintain an active registration in SAM.gov. The application process requires submission of various documentation including SF-424 and SF-424A forms, a project narrative using the designated template, detailed program outline, organizational information, CVs of key personnel, and evidence of legal registration. All documents must be in English and budgets must be presented in U.S. dollars, using the exchange rate of $1 = 10 MAD. Applications must be submitted via email to Rabatgrants@state.gov no later than August 4, 2025, 23:59 GMT+1. Late or incomplete applications will not be considered. The evaluation process will prioritize program quality and feasibility, organizational capacity in STEM education, alignment with U.S. models and personnel, cost-effectiveness, monitoring and evaluation frameworks, and potential for sustainability beyond the grant period. A committee will review all eligible applications and perform a risk review per federal regulations. The Department reserves the right to reject any or all proposals and does not commit to future funding beyond the grant period. Post-award, recipients will coordinate closely with the U.S. Public Affairs Office, which will be actively involved in program implementation. Embassy personnel will provide branding materials, review promotional and recruitment strategies, and assist in identifying speakers and alumni participants. Reporting obligations will include financial and programmatic updates aligned with the Foreign Assistance Data Review (FADR) requirements. Costs associated with alcoholic beverages are strictly prohibited, and specific federal compliance terms apply, including anti-discrimination and foreign funding disclosures.
