Demonstrate economic “spinoff” benefits, such as: Attracting suppliers or tourism activity. Enhancing Colorado’s economic reputation. Supporting large expansion initiatives. Show capital investment relative to job creation. Address a special local economic event, such as replacing recent layoffs. Be competitive at the interstate level. Additional consideration is given to businesses that do not meet the Economic Development Commission’s minimum 100% annual average wage rate requirement if they meet other qualifying criteria.
