The Kansas Department of Commerce administers the Community Development Block Grant (CDBG) Water and Sewer Infrastructure Program to assist Kansas communities in ensuring safe, reliable, and sustainable water and wastewater services. This funding program is intended to support communities, particularly those with significant low- to moderate-income (LMI) populations, in addressing critical infrastructure needs, replacing aging systems, expanding capacity, and meeting regulatory requirements. The program helps protect public health and promote long-term community development. Eligible projects include the construction or renovation of water and sewer lines, water towers, treatment plants (both water and wastewater), sewer lagoons, and water meter replacements. Associated engineering design fees and administrative expenses (up to 12.5% of the grant or $35,000, whichever is less) are also covered. Funding is capped at $2,000 per beneficiary, with a maximum award of $650,000 for communities under 5,000 population and $800,000 for those over 5,000. A 25% local match is required, and at least 10% of this must be from local cash sources. Matching funds can come from public or private sources but must be committed and verifiable at the time of application. To qualify, applicants must demonstrate that their project benefits at least 51% LMI residents. This can be verified via HUD data or a CDBG-approved income survey. Only incorporated Kansas cities or counties that do not receive HUD CDBG entitlement funding are eligible. Communities with open annual competition projects that have been extended or exceed contract deadlines may be deemed ineligible. Pre-applications are mandatory and due by October 14, 2025. Only approved pre-applicants may submit full applications. The application period runs from May 1 to November 14, 2025. Applications are scored based on criteria such as project need, readiness, impact, sustainability, alternatives considered, and match leverage. Bonus points are awarded to communities that haven't received funding in the past five years or those contributing at least 10% of their match from private sources. Environmental reviews, public hearings (one before and one after project completion), and detailed engineering or architectural reports are also required. Applications must include several required components, including a community needs narrative, proof of secured funding, a target area map, and a Preliminary Engineering or Architectural Report.
