The NASA Research Opportunities in Space and Earth Sciences (ROSES) – 2025 is a comprehensive, annually issued omnibus funding announcement administered by the National Aeronautics and Space Administration (NASA) through its Science Mission Directorate (SMD). ROSES-2025 is identified by the announcement number NNH25ZDA001N and the Assistance Listings Number 43.001. It was initially released on July 10, 2025, and subsequently amended on July 15, 2025, with new funding restrictions and eligibility limitations applied to interagency awards in specific program areas. This funding opportunity is aimed at advancing scientific knowledge in space and Earth sciences by supporting research and technology development across numerous specialized programs. ROSES-2025 encompasses approximately 35 distinct research opportunities across NASA’s five main science divisions: Earth Science (Appendix A), Heliophysics (Appendix B), Planetary Science (Appendix C), Astrophysics (Appendix D), and Biological and Physical Sciences (Appendix E). Additionally, cross-divisional topics are solicited in Appendix F. The research supported by this NOFO includes theory development, observation technology, data collection and analysis, sample laboratory studies, and modeling for broader applications including Earth disasters and space exploration. The scope of funding spans from small-scale data analysis grants to large, multi-million-dollar awards for flight missions, with a total expected budget for the omnibus ranging between $125 million and $150 million, contingent on appropriations. Around 300 awards are anticipated to be made. This solicitation supports a two-step proposal process in most cases, and submission deadlines vary by program element. The earliest full proposal due date is no earlier than September 8, 2025, with various other deadlines extending through May 2026 depending on the specific research program. Submission of proposals must occur electronically via NASA’s NSPIRES system or, upon request and at least 30 days’ notice, via Grants.gov. Hard copy submissions are not accepted. Applicants are expected to provide detailed technical proposals and may be required to submit anonymized documents as part of NASA’s default dual-anonymous peer review (DAPR) process. Eligibility for ROSES-2025 is broadly inclusive, welcoming proposals from all organization types, including domestic and foreign entities, federal agencies, private institutions, and non-profits, unless otherwise specified by individual program elements. However, there are new restrictions: for example, federal agencies other than NASA and non-JPL Federally Funded Research and Development Centers (FFRDCs) are not eligible for funding under Earth Science (Appendix A) and Planetary Science (Appendix C). Furthermore, all bilateral collaborations with the People’s Republic of China or PRC-affiliated organizations are prohibited. Foreign participation is permitted only on a “no exchange of funds” basis. Review criteria include standard NASA evaluation parameters such as scientific and technical merit, relevance, and feasibility. Additional criteria may be introduced within specific program elements. Proposals undergo peer review, with award decisions expected approximately six months after submission. The selected proposals will be managed according to the NASA Grants and Cooperative Agreement Manual (GCAM), and recipients will be subject to federal regulations concerning reporting, data management, and compliance with the National Environmental Policy Act.
