FY24 Port of Rosedale Multimodal Expansion: Great River Railroad Restoration Project
This grant provides funding to county governments for the restoration and improvement of a vital railroad infrastructure connecting the Port of Rosedale to Metcalf, Mississippi.
The Federal Railroad Administration (FRA), a division of the U.S. Department of Transportation, is administering the Consolidated Rail Infrastructure and Safety Improvements Program to enhance rail infrastructure and safety across the United States. This initiative includes Congressionally Directed spending for select projects, such as the Port of Rosedale Multimodal Expansion: Great River Railroad Restoration Project. The project is specifically designed to revitalize a critical 31-mile stretch of railroad that connects the Port of Rosedale with the Columbus and Greenville Railroad in Metcalf, Mississippi. This grant supports Phase 1 of a broader two-phase infrastructure effort. Under this phase, activities will include completing the environmental review for both phases, as well as executing the preliminary engineering, final design, and construction tasks necessary for restoring the trackโs functionality. Specific infrastructure improvements under Phase 1 include the replacement of approximately one-third of the timber rail ties, repair of 33 grade crossings, application of additional ballast rock, resurfacing of the track, rehabilitation of four timber bridges, replacement of one timber bridge with culverts, and installation of a concrete culvert. Phase 2, which is not funded by this grant but included in the environmental review, is expected to encompass installation of new rail, additional tie replacement, bridge replacements, and siding improvements to enable full operations. The total funding available for this project is $8,175,000, which also represents the ceiling for a single award. A cost-sharing or matching requirement applies, though the precise ratio or amount is not specified in the announcement. The grant opportunity is open to county governments, particularly those capable of executing rail infrastructure projects. Only one award is expected to be made under this opportunity. Applications must be submitted electronically via the GrantSolutions platform. First-time applicants will receive credentials via email upon posting of the announcement, while existing grantees should log in using their established accounts. Required forms include SF-424, SF-424C, SF-424D, SF-LLL, and attachments such as the Construction Budget Detail and Budget Narrative, and a Statement of Work or Project Summary. For administrative and budgetary queries, applicants may contact Arnaud Kalameu Kalameu at the Office of Railroad CFO. For program-related technical assistance, Madeleine Falkenstein from the Office of Railroad Policy and Development serves as the primary contact. The application deadline is November 21, 2025, at 5:00 PM Eastern Time. As this is a Congressionally Directed project, the funding opportunity does not recur on an annual basis.
