The FY25 Bureau of Land Management (BLM) Fuels Management and Community Fire Assistance—Bureau-wide program (Funding Opportunity Number: L25AS00301) is a federally funded initiative administered by the BLM, an agency within the U.S. Department of the Interior. This program aligns with national goals to manage wildfire risks, restore and maintain healthy ecosystems, and improve community resilience. It supports the implementation of hazardous fuels reduction treatments, community planning and mitigation, public education, and the development of local capacities to prepare for and reduce wildfire impacts. This funding opportunity seeks proposals that reduce wildfire intensity, severity, and negative effects through on-the-ground vegetation management and education efforts. Key activities include fuels management treatments on federal and adjacent non-federal lands, community wildfire protection planning (CWPPs), public training and education initiatives, and monitoring or maintenance of previous fire mitigation projects. Proposals are also expected to show public benefit and indirect advantages to BLM's conservation objectives. The program further advances the Department of the Interior's priorities, including the conservation stewardship legacy and job creation through natural resource management. The program is open to a range of applicants including state, county, and local governments; federally recognized and other tribal organizations; public and private institutions of higher education; and nonprofit organizations regardless of IRS 501(c)(3) status. For-profit entities and individuals are ineligible. Applications from Youth Conservation Corps must be submitted under a different funding opportunity (NOFO 15.243). Projects submitted under the Cooperative Ecosystem Studies Units (CESU) network are subject to a reduced indirect cost rate if aligned with CESU purposes. The total funding available for this opportunity is approximately $17,836,000, with an expected 46 awards ranging from $10,000 to $1,000,000 each. Funding is distributed across BLM state offices, although Nevada and Wyoming are not accepting applications under this NOFO. Each application must be submitted electronically via Grants.gov between June 23, 2025 and July 23, 2025, no later than 5:00 p.m. ET. Late applications will not be accepted unless due to extenuating circumstances. Registration in SAM.gov is required, including the acquisition of a Unique Entity Identifier (UEI), and the Grants.gov registration process can take up to 30 days. The application package must include forms SF-424, SF-424A, and if applicable, SF-LLL. A complete project narrative is required and limited to 15 pages, covering statement of need, project goals, BLM program interest, approach, timeline, stakeholder involvement, and evaluation plans. A separate budget narrative must also be included, along with justification for indirect costs and conflict of interest disclosures. Selection will be based on technical merit, public benefit, qualifications, and alignment with DOI priorities, and risk assessment will be performed prior to award. Projects are expected to begin as early as September 1, 2025, and may extend through August 30, 2030, with federal involvement throughout implementation. The program will issue approximately 46 cooperative agreement awards across multiple BLM state offices. Awards will support projects focused on wildfire prevention, hazardous fuels reduction, CWPPs, community education, and long-term ecosystem stewardship. Funding includes direct program costs and allowable indirect costs. Indirect costs are capped, especially for CESU partners, at 17.5%. No matching funds are required. Awards must align with state priority projects and BLM objectives.
