Projects must align with at least one of four designated priority areas: Connection & Belonging, Enhanced Physical Appearance of the Neighborhood, Sustainability & Resiliency, and Community Engagement & Service. These categories ensure a wide range of activities can be supported, from ice cream socials and block parties to community gardens and capacity-building trainings. Importantly, all proposed initiatives must be free to the public, non-commercial, and non-partisan, and cannot involve religious programming, private property improvements, or personal celebrations. There are four funding tiers based on the scale and scope of the initiative: Community Events (up to $400), Neighborhood Experiences (up to $800), Capacity Building and Organizing (up to $1,000), and Neighborhood Projects (up to $3,000). Each tier includes specific eligibility and documentation criteria. For example, capacity-building applications must include a list of at least three additional local residents serving on the organizing committee, while neighborhood project applications require evidence of broad support, such as petitions or support letters. The total maximum funding a group may receive annually is capped at $3,400. The application process is streamlined and occurs on a rolling basis, with submissions accepted year-round. Applications must be submitted at least six weeks prior to the planned event or project. The review committee convenes during the last week of each month, with applicants notified of decisions within three business days. Approved applicants can either receive a check—contingent on W-9 submission—or have materials purchased directly by the SPARC Team. Disbursement is contingent upon readiness, such as an invoice or scheduled event confirmation. Following the implementation of the funded initiative, grantees are required to submit a post-award evaluation, which includes photos and feedback, within two weeks of project completion. This ensures accountability and provides the county with insights into the fund’s community impact. The Fund emphasizes inclusive participation; for instance, informal groups may apply by partnering with a 501(c)(3) or other eligible organization, and support is available through SPARC to help find such partners.
