Circles of Care for American Indian/Alaska Natives (AI/AN)

The Circles of Care for American Indian/Alaska Natives (AI/AN) grant program, issued by the Substance Abuse and Mental Health Services Administration (SAMHSA), supports federally recognized AI/AN tribes, tribal organizations, Urban Indian Organizations (UIOs), consortia of tribes, and tribal colleges and universities in designing a family-driven, community-based, culturally, and linguistically competent system of care (SOC) for AI/AN children and youth. This funding aims to address mental health disparities, promote community wellness, and develop holistic solutions to behavioral health challenges. Applications are due by March 17, 2025, with projects beginning no later than September 30, 2025. The program focuses on helping AI/AN children and youth who face historical trauma, systemic inequities, and health disparities. It seeks to address mental health challenges, substance use disorders, and related issues through culturally appropriate, community-based solutions. Applicants are required to develop and implement a system of care plan that includes mental health and substance use prevention and treatment services, training for community stakeholders, and development of sustainable policies and funding strategies. Eligible applicants include federally recognized tribes and tribal organizations, Urban Indian Organizations, consortia of tribes, and tribal colleges and universities identified by the American Indian Education Consortium. Applicants must demonstrate the capacity to address cultural, linguistic, and community needs and cannot have received funding under previous Circles of Care awards. Collaboration with community stakeholders and partner organizations is encouraged. The grant provides up to $350,000 annually for three years, with a total funding pool of $2.8 million. Funds must primarily support capacity development, such as conducting community assessments, developing advisory groups, providing training, and conducting cultural activities like the Gathering of Native Americans (GONA). Optional activities include implementing community engagement events tailored to address mental health challenges. There is no cost-sharing requirement for this program. Key requirements include forming an advisory group within three months of award, conducting a community strengths and needs assessment within four months, and completing a system of care plan by the end of the first year. Applicants must submit a project narrative, budget narrative, and supporting documents, including letters of commitment, biographical sketches of key personnel, a project timeline, and confidentiality assurances. Applications will be evaluated on the project’s relevance to the target population, the feasibility of the proposed implementation approach, the experience of the applicant organization, and the plan for data collection and performance measurement.
