The Arizona Department of Health Services (ADHS), Bureau of Infectious Disease Services (BIDS), Office of Human Immunodeficiency Virus (HIV) and Hepatitis C Services (OHHS) has announced the funding opportunity RFGA2026-07, Syndemic Testing and Linkage to Care. These include HIV and Hepatitis C testing kits, as well as the necessary materials to conduct integrated clinical and community-based testing according to ADHS standards. The award structure ensures that resources are dedicated to testing and linkage to care activities while leaving grantees with the discretion to determine how best to implement services locally within the prescribed guidelines. Grantees must submit detailed budgets using Attachment H β Budget Workbook and follow the restrictions specified by ADHS. Eligible applicants are limited to entities operating within Arizona, including government agencies, non-profit organizations, tribal entities, and both community-based and clinical providers. Examples of settings where testing may take place include mobile testing units, community organizations, churches, shelters, parks, overdose prevention programs, bathhouses, homes, and other social service providers. This wide scope of eligibility ensures services can be extended to hard-to-reach populations in diverse community and clinical environments. The funding arrangement is structured as a cooperative agreement with federal funding flowing through ADHS. The grant cycle runs from June 1 through May 31 each year, with awards contingent on continued federal allocations from the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA). Annual reviews of budgets and workplans are conducted by ADHS, and adjustments may be made based on changes in federal allocations, program revenue, or performance against outlined goals. ADHS reserves the right to make partial awards to better address statewide needs. The application period for this opportunity begins on September 24, 2025, and ends on November 5, 2025. Applicants are encouraged to attend a pre-application conference scheduled for October 14, 2025, at 10:00 AM Arizona time, which will be held virtually via Google Meet.
