OJJDP FY25 Family Treatment Court Program
This grant provides funding to state and local courts, as well as Tribal governments, to establish or enhance family treatment courts that support families affected by parental substance use and involvement with the child welfare system.
The Family Treatment Court Program offered through the Office of Juvenile Justice and Delinquency Prevention (OJJDP), a component of the U.S. Department of Justice’s Office of Justice Programs, is designed to support jurisdictions in enhancing the coordination and provision of substance use disorder (SUD) treatment services within family court systems. The program aims to improve child, parent, and family outcomes for families impacted by parental substance use and involvement with the child welfare system. The 2025 grant cycle continues OJJDP's longstanding commitment to supporting state and local courts, as well as federally recognized Tribal governments, by funding projects that establish new, enhance existing, or expand family treatment court programs across broader jurisdictions. The grant is structured into three funding categories to address distinct implementation contexts. Category 1 targets jurisdictions seeking to establish new family treatment courts with an anticipated award of $750,000, while Category 2 supports enhancements to existing courts with an award ceiling of $850,000. Category 3 provides up to $2,000,000 for statewide or countywide expansions, intended for larger jurisdictions aiming to scale services and strengthen cross-agency coordination. Across all categories, the funding is expected to cover a performance period of 48 months beginning October 1, 2025. The total available funding for this cycle is $11,270,000, with an expected 11 awards. Applicants are required to submit a detailed budget appropriate to their jurisdictional needs and implementation capacity. To be eligible, applicants must fall into specific government categories. Category 1 is open to jurisdictions without an operational family treatment court or where a court has been in place for less than a year. Category 2 requires that a fully operational family treatment court has existed for at least one year. Category 3 is limited to state administrative court offices or eligible county courts serving populations of 1 million or more and requires formal partnerships with both child welfare and SUD treatment agencies. These partnerships must be documented through Memoranda of Understanding (MOUs) or Letters of Intent submitted with the application. All categories are subject to a cost-sharing requirement, with applicants needing to contribute at least 25% of the total project cost through cash or in-kind match. Applications must be submitted in a two-step process. First, the SF-424 must be submitted through Grants.gov by April 27, 2026, at 11:59 p.m. ET. Second, the full application must be completed in JustGrants by May 4, 2026, at 8:59 p.m. ET. Required components include a proposal narrative (20-page limit), budget detail form, MOU (for Category 3 applicants), project abstract, financial questionnaire, and staff resumes. Applications will be evaluated based on need, design and implementation, alignment with program goals, organizational capacity, and cost effectiveness. Proposals that align with federal priorities—such as combatting violent crime, supporting child welfare, and addressing the opioid crisis—may receive priority consideration. The program has specific operational and statutory requirements. Courts funded under this opportunity must exclude individuals charged with or convicted of violent offenses and must comply with 34 U.S.C. 10611. Programs must offer integrated services including SUD treatment, mental health counseling, relapse prevention, vocational training, and family support. Periodic drug testing and adaptive service models are mandated, along with performance monitoring and data reporting. The DOJ may suspend funding if violations occur, and strict compliance with civil rights, financial controls, and reporting procedures is required throughout the grant period.
