The Firearms and Archery Range Recreation Program (FARR) is designed to provide funding for projects focused on the acquisition, development, and renovation of firearm and archery training and practice facilities. The primary goal of the FARR program is to enhance public access to these ranges. This includes access for law enforcement, individuals with concealed pistol or hunting licenses, and those participating in firearm or hunter safety education classes. The program directly aligns with efforts to promote safe and accessible recreational opportunities and training in Washington State.
The FARR program targets a broad range of beneficiaries, including the general public, law enforcement, and individuals engaged in safety education. By expanding and improving range facilities, the program aims to increase opportunities for safe practice and training, thereby contributing to public safety and responsible firearm and archery use. The expected outcomes include a greater number of high-quality range facilities, improved safety standards at existing ranges, and increased participation in firearm and hunter safety education programs.
The program prioritizes projects involving the acquisition of real property (fee title or significant leases/easements) and the development or renovation of range facilities. Eligible elements for development and renovation are comprehensive, encompassing archery courses, classrooms, security cameras, clubhouses, fencing, indoor and outdoor ranges (pistol, rifle, law enforcement), lighting, restrooms, roads, safety baffles, shooting stands, and various target and trap facilities. This focus ensures that a wide array of infrastructure needs for modern and safe ranges can be addressed.
The FARR grant program is available to a diverse group of organizations, including cities, towns, counties, law enforcement agencies, nonprofit shooting organizations, park and recreation districts, school districts, and state agencies. Certain special purpose districts, if legally authorized for public open space, habitat, or recreation facilities, are also eligible. This inclusive eligibility criteria reflects a strategic priority to leverage various community and governmental entities to achieve widespread impact. The program aims for measurable results such as an increase in the number of accessible and safe ranges, a rise in the number of individuals participating in training, and a general improvement in the quality of recreational shooting and archery facilities across Washington State.
