This grant provides financial support to state agencies for conducting inspections of hazardous materials shippers to ensure compliance and enhance safety in transportation.
The Fiscal Year 2025 Hazardous Materials State Inspection (HMSI) Grant is administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA) within the U.S. Department of Transportation. This grant program is authorized under several legislative acts, including the Consolidated Appropriations Acts of 2021, 2023, and 2024, and the Full-Year Continuing Appropriations and Extensions Act of 2025. PHMSA uses this grant to support state-based inspections of hazardous materials (HAZMAT) shippers to increase compliance and ensure the safe transportation of these materials. Each participating state agency must collect and share inspection data with PHMSA and maintain a compliant financial and auditing system. The primary objective of the HMSI grant is to enhance safety by funding state inspections of HAZMAT shippers. The program offers financial support to qualified state agencies that perform inspections aligned with the Hazardous Materials Regulations (HMR) and training performance standards. Eligible uses of funds include wages and travel costs for inspectors, inspection-related equipment and supplies, and inspector training. However, there are restrictions: the grant does not cover costs such as personnel overtime, entertainment, office supplies beyond reasonable limits, or any expenses already reimbursed by other programs. Eligible applicants include state agencies with authority and capacity to conduct HAZMAT shipper inspections. Each state may submit only one application, and coordination among state agencies is encouraged to avoid duplication. Awards are discretionary, and PHMSA will provide a total of $2.5 million for FY 2025, with each state eligible for only one grant. The period of performance is between 12 and 24 months, depending on the proposal submitted by the applicant. Applications must be submitted electronically via Grants.gov by June 20, 2025, at 11:59 p.m. EST. Questions regarding the NOFO must be submitted by June 13, 2025. Applicants must be registered in SAM.gov and are encouraged to register with FedConnect as well. Required application components include completed standard federal forms (SF-424, SF-424A, lobbying and civil rights forms) and attachments such as project and budget narratives, letters of support, and indirect cost statements if applicable. Evaluation of applications will be conducted based on technical, programmatic, and administrative criteria. This includes an assessment of the applicant’s capacity to perform inspections, clarity of outputs and goals, alignment with PHMSA priorities, and completeness and accuracy of the budget. Selected applicants will be notified by September 30, 2025, and the performance period is expected to begin October 1, 2025.
