Grant Description

The Building Improvement Grant Program is administered by the Dallas Urban Renewal Agency, which aims to enhance the long-term economic vitality and visual appeal of Dallas' Downtown Urban Renewal District. The grant program is part of the agency's broader investment strategy in urban development, utilizing funding from the Urban Renewal District’s budget. Its goals include fostering a pedestrian-oriented mix of commercial, retail, and residential activity; enhancing the city’s architectural heritage; and boosting employment and the tax base within the district. This grant supports permanent improvements to commercial buildings located within the Urban Renewal Area. Eligible applicants include both property owners and tenants, provided the tenant secures written consent from the property owner. Only one grant may be awarded per property owner each fiscal year unless the applicant is upgrading from a Small Project Grant to a full Building Improvement Grant. Projects must comply with all applicable city and state codes, including building permits, and the building must not be tax-exempt. Funding is available for a wide range of improvements including facade enhancements, roof repair or replacement, utility infrastructure upgrades (such as HVAC, plumbing, and electrical systems), ADA improvements, new construction or additions, and structural repairs. Residential improvements above the first floor are allowed, provided the ground floor maintains a commercial use. However, grants cannot be used for movable equipment, temporary interior changes, or projects that do not substantially contribute to the economic vitality of the district. Grants are awarded up to $25,000 and require a 50% private cash match from the applicant. The minimum eligible project value is $10,000. Funds are disbursed on a reimbursement basis only, after all required permits have been secured, inspections completed, and the applicant has entered into a formal Grant Approval Agreement with the city. Projects must be completed within 12 months of this agreement, and work performed before the agreement is signed is ineligible for reimbursement. The application period is determined annually by the Grant Administrator and must begin no later than April 30. Applications are reviewed for completeness and adherence to design standards in the Dallas Development Code. Once deemed complete, applications are evaluated and scored by a committee, which forwards recommendations to the Urban Renewal Agency Board for final approval. The Board may approve grants in full or in part depending on available funding. Applicants must submit their applications via the online portal and include a completed application form, funding form, property owner authorization letter (if applicable), at least one contractor bid, and optionally, letters of support from neighboring businesses or community organizations. Evaluation criteria include the physical and economic impact of the proposed improvements, the scale of private investment, and supplemental elements such as architectural drawings and whether the business is veteran, minority, or women-owned. Funds are typically disbursed within 30 days of submission of all final invoices and verification of compliance.
