City of St. Augustine Neighborhood Grant Program

The City of St. Augustineโs Neighborhood Services Division administers the Neighborhood Grant Program (NGP), a small-scale community enhancement initiative aimed at empowering local organizations to implement beautification, engagement, and revitalization projects. With a maximum award of $3,000 per fiscal year, this program supports both formally and informally organized nonprofits in undertaking neighborhood-level projects that generate visible, public benefits. Projects must take place within the municipal boundaries of the City of St. Augustine and align with key community priorities such as placemaking, sustainability, and cultural enrichment. Applicants may submit proposals during one of four annual cycles: January 1โ15, April 1โ15, July 1โ15, and October 1โ15. All applications must be received by 5:00 PM on the last day of the acceptance window. Awards are determined quarterly, and funding is allocated on a first-come, first-served basis, contingent on availability. If funds are exhausted in earlier quarters, the program may close until the following fiscal year. Approved applicants are notified within the same quarter their application is submitted. Eligible projects include community gardens, signage, neighborhood events, sustainability improvements, art installations, playground equipment, and general beautification such as pressure washing, painting, or landscape work. Importantly, all projects must reflect a clear benefit to the public, and awardees must complete and report on their project within the fiscal year. Projects that are already completed prior to approval are not eligible. The grant is reimbursable only, and applicants must provide invoices or receipts. Payments may also be coordinated directly with vendors in some cases. Eligibility is limited to nonprofit neighborhood groups with a proven track record of activity for at least 365 days prior to submission. Applicants must be comprised of at least three non-familial members and show signs of organizational engagement such as meeting minutes, sign-in sheets, or community event history. Projects located outside city boundaries or requiring excessive maintenance or subscription fees (e.g., websites) are ineligible. Capital improvement projects, staff salaries, or real estate purchases are also excluded. Applications are reviewed by the Neighborhood Grant Program Award Committee (NGPAC), composed of three to five internal city staff members. Each application is independently scored across three categories. To be considered for funding, an application must receive at least 15 total points. Higher scores are more likely to receive funds earlier in the cycle. Final approval may include legal review by the City Attorney, depending on project scope. The City of St. Augustine offers technical assistance to grantees throughout the project life cycle.
