Veterans Assistance Grant

The Texas Veterans Commission (TVC) administers the Fund for Veterans’ Assistance (FVA), a state-level grantmaking initiative designed to support the needs of Texas veterans and their families. The performance period for successful applicants spans from September 1, 2026, to August 31, 2027. No paper or alternate format submissions are accepted. Submission must be completed exclusively through the TVC Grants Portal (Fluxx). Returning applicants must use existing accounts, while new organizations must create one. For account modifications or access issues, the organization’s designated Grant Portal Moderator must be contacted. Eligibility for the program is strictly defined. Qualified applicants include units of local government; IRS Code §501(c)(19) organizations composed of current or former armed forces members; and IRS Code §501(c)(3) nonprofits that are legally registered in Texas and have operated for more than two years. Additionally, Texas-based chapters of §501(c)(4) Veteran Service Organizations may apply. Individuals, for-profit businesses, higher education institutions, and government agencies at the state or federal level are explicitly excluded from participation. Applications must align with one of several grant tracks, including General Assistance, Housing for Texas Heroes, Veterans Mental Health, Veteran Treatment Courts, and Veteran County Service Officers. Each track has its own requirements and documentation standards, which are delineated in separate annexes to the FY27 RFA. Organizations are advised to consult these annexes and the associated “Questions and Answers” documents posted on the TVC site to ensure compliance and competitiveness. The evaluation criteria are not detailed in the public materials, but applicants are encouraged to review the latest needs assessment studies available on the TVC site to ensure alignment with identified veteran priorities in their region.
