The U.S. Department of State, through the Public Diplomacy Section of the U.S. Embassy in Amman, has announced a Notice of Funding Opportunity (NOFO) titled “Celebrate 250: The Spirit of America,” under the funding opportunity number PAS-JOR-FY25-004. This funding opportunity is part of the U.S. government's America250 initiative, commemorating the 250th anniversary of the signing of the Declaration of Independence. The initiative aims to foster cultural diplomacy and strengthen bilateral ties between the United States and Jordan. Proposals are sought for public programs that celebrate American history, culture, innovation, and civic values, culminating in July 2026. The priority region for this opportunity is Jordan. The U.S. Embassy in Amman plans to support creative public programming that reflects American leadership and history while encouraging collaboration and engagement between American and Jordanian communities. Funded programs should address themes of American innovation, historical reflection, and civic life. Projects might include speaker tours, cultural exhibits, volunteer initiatives, educational collaborations, or creative exchanges that help enhance the Jordanian public's understanding of the United States and its enduring relationship with Jordan. The total funding available is $250,000, pending availability of funds, with anticipated award amounts ranging between $50,000 and $100,000. The program anticipates issuing 1–2 awards. Projects are expected to start by September 30, 2025, and should be completed by July 31, 2026. Funding will be administered through either a standard grant or a fixed amount award. Matching funds are not required, though applicants may choose to include them. Programs must comply with applicable U.S. federal anti-discrimination laws and are restricted from providing any funding or support to UNRWA. Eligible applicants include not-for-profit organizations, public and private educational institutions, and civil society organizations based in the United States or Jordan. All applicants must have a Unique Entity Identifier (UEI) and be registered with SAM.gov. Jordanian organizations are additionally expected to comply with local foreign funding regulations. Each organization may submit only one proposal, and failure to comply will render all submissions from that organization ineligible. Proposals must include a robust U.S. component and clearly describe measurable outcomes, campaign plans, and media outreach strategies. Applications must be submitted in English with budgets in U.S. dollars. Required documentation includes the SF-424 series of forms, a detailed project proposal (10 pages max), budget justification, CVs of key personnel, letters of support from partners, and proof of indirect cost rates if applicable. The application package must be submitted via email to AmmanGrants@state.gov no later than August 18, 2025, at 11:59 p.m. (GMT+3). Proposals will be evaluated on several criteria including the quality and feasibility of the program, organizational capacity, planning, budget, monitoring and evaluation plans, and sustainability. Notifications of award or rejection will be sent by September 30, 2025. Awarded projects may not begin until the official start date listed in the signed award document, and awardees will be required to submit quarterly performance and financial reports. Additionally, funded projects must adhere to the Foreign Assistance Data Review (FADR) tracking requirements for transparency and accountability.
