RAP Tax Grant

The RAP Tax Grant is designed to support recreational, cultural, arts, and parks facilities and programs that benefit the Moab community. This funding aims to assist project and program-based activities, including art creation, art presentation, park and recreation facilities, capital projects, and recreation programs. Capital projects that receive funding must be available for public use for at least 10 years. This duration may vary based on the project's specifics, including budget and estimated useful life, and will be determined before grants are awarded. Eligible applicants must have 501(c)(3) nonprofit status to qualify for funding. Individual applicants, such as local artists, must collaborate with a qualifying nonprofit organization to be eligible. Additionally, projects must take place within Moab City limits and must be completed within one year of receiving the grant. Applicants are required to provide a 25% match, which may be direct or indirect. An individual entity may only apply for up to 20% of the total RAP Tax Grant funds available for the year. For 2025, the total funding available is $83,000, meaning the maximum application limit is $16,600 per entity. Funds from the RAP Tax Grant may be used for various project-related expenses, including the acquisition or public display of collections and exhibits, contracted services directly related to the project, salaries specific to project activities (such as an art instructor's teaching time), marketing and advertising for the project, and costs associated with programs, performances, productions, cultural festivals, and one-time special projects or events. Limited general administration and overhead costs are permitted, but these cannot exceed 10% of the total requested amount. Additionally, travel and housing expenses related to the project or program are allowable. However, the RAP Tax Grant funding cannot be used for activities such as debt retirement, public school programs or staffing, lobbying, scholarships or cash prizes, general magazine or newspaper operations, fundraising activities, therapeutic or rehabilitative programs, religious activities, fireworks, rodeos, or cash reserves. Projects receiving RAP Tax funds must acknowledge the support of the City of Moab’s RAP Tax Program in their promotional materials. Applications will be evaluated based on four key criteria: the quality of the proposed project, demonstrated community need, benefits to the community, and the organization’s history and ability to successfully implement the project. The quality of the project will be assessed based on the clarity of goals, completeness, and value of supporting materials. Community need will be evaluated by determining the relevance of the project to Moab citizens and whether similar initiatives already exist. The project’s benefits to the community will be analyzed by considering the number and diversity of residents served, the potential long-term impact, and tangible benefits. Finally, the organization’s history, financial stability, and ability to execute the project successfully, including its record with past RAP Tax funding, will be considered. Grants are awarded in a single payment to each accepted organization upon completion of the grant contract. If an organization has an open RAP Tax project, it may apply for a new cycle of funding but will not receive new funds until the previous project is completed. All funded projects must meet the specified requirements and adhere to the outlined funding limitations.
