Municipal Vulnerability Preparedness Action Grant
This funding opportunity provides financial support to Massachusetts municipalities and eligible entities for climate adaptation projects that enhance resilience against the impacts of climate change.
The Municipal Vulnerability Preparedness (MVP) Action Grant is administered by the Executive Office of Energy and Environmental Affairs (EEA) of the Commonwealth of Massachusetts. This funding opportunity supports communities in Massachusetts that are actively pursuing climate adaptation initiatives. It is part of a broader MVP program that aims to help cities and towns plan and implement strategies to address the mounting challenges posed by climate change. These challenges include extreme weather events, sea level rise, coastal and inland flooding, and severe heat, all of which are expected to increase in frequency and intensity due to global climate trends. The MVP Action Grant is available only to entities that have been designated as MVP Communities. To attain this designation, municipalities must have completed an MVP planning process or been approved for equivalent work consistent with MVP Planning Grant standards. For older MVP plans (from December 2018 or earlier), applicants must have also applied to the MVP Planning 2.0 grant during 2023, 2024, or 2025. This requirement ensures that all funded projects are based on up-to-date assessments and align with the state’s evolving climate resilience goals. In addition to municipalities, other eligible applicants include political subdivisions of the Commonwealth, authorities, commissions, boards, and other instrumentalities connected to eligible entities, as well as tribal governments. Non-municipal applicants must secure letters of support from the municipalities directly connected to their proposed projects. The grants fund projects aligned with municipal climate resilience plans approved under the MVP program. All awarded projects must provide monthly progress updates, submit deliverables, and complete a brief case study documenting lessons learned. Projects must also incorporate the MVP program’s ten Core Principles, which guide resilience-building with a focus on equity, nature-based solutions, and community engagement. A cost-sharing requirement mandates a 10% match from the grantee, either in cash or in-kind contributions, although specific exceptions may apply and are detailed in the official Request for Responses (RFR). Applications for the FY27 MVP Action Grant are submitted via the new Environment & Climate One Stop (ECO One Stop) portal. All questions related to the MVP Action Grant and the FY27 ECO One Stop RFR must be submitted electronically by February 18, 2026, at 11:59 p.m. through email or the COMMBUYS Q&A tab. Responses to these questions are expected by February 25, 2026. Final applications must be submitted no later than March 20, 2026, at 11:59 p.m. Informational webinars on the ECO One Stop platform and the application process are offered by EEA, with a scheduled Grants Management System (GMS) webinar taking place on January 29, 2026. The grant program emphasizes transparency and timely communication. Contacts for the MVP program include individuals in key roles across regions of Massachusetts. Program contacts are provided by name, email, and phone, including roles such as MVP Director, Deputy Director, Program Coordinator, and Regional Coordinators for the Southeast, Northeast, Central, Greater Boston, and other regions. The wide availability of contacts helps ensure applicants can get region-specific support throughout the process. While the grant opportunity is not stated to recur annually, its alignment with fiscal years and established planning cycles, combined with regular webinar offerings and the new ECO One Stop system, suggest a structured and possibly recurring funding mechanism. As such, communities are encouraged to remain engaged with updates on COMMBUYS and through direct contact with program staff to ensure timely and complete submissions for future rounds of climate adaptation funding.
