The Fiscal Year 2025 Homeland Security National Training Program (HSNTP) โ€“ Continuing Training Grants (CTG) is a funding initiative of the U.S. Department of Homeland Security (DHS), administered by the Federal Emergency Management Agency (FEMA). The CTG program plays a critical role in the National Preparedness System by supporting the development and delivery of training that builds and sustains core capabilities necessary to achieve the National Preparedness Goal. The FY 2025 CTG program seeks to provide cooperative agreement funding to support mission-essential and mission-critical training focused on two core areas: (1) Rural and Tribal Preparedness, and (2) National Special Security Event (NSSE) Preparedness. This initiative supports FEMAโ€™s long-standing commitment to helping communities prepare for, respond to, and recover from all hazards, including large-scale emergencies and national security events. The FY 2025 CTG program anticipates issuing between 2 to 5 cooperative agreements, with an estimated total program funding of $5.4 million. Each individual award may range from $0 up to $5.4 million. Funds will be awarded as cooperative agreements, which means FEMA will maintain substantial involvement throughout the grant lifecycle, including curriculum development, delivery modes, and evaluation protocols. Allowable spending includes costs directly related to the development and delivery of FEMA-certified training courses. Construction, renovation, and pre-award costs are explicitly disallowed. Indirect costs may be charged if supported by a current negotiated rate or cost allocation plan. Management and Administration costs are capped at 5% of the award. Eligibility for the FY 2025 CTG includes state, local, tribal, and territorial governments, as well as eligible nonprofits and educational institutions. Specifically, eligible applicants include state governments, the District of Columbia, U.S. territories, city and county governments, federally recognized tribal governments, 501(c)(3) nonprofit organizations, nonprofit private and public institutions of higher education, and national nonprofit associations. Subapplicants are permitted, provided they meet all federal compliance and security requirements, including vetting of foreign nationals. Each applicant may only submit one application per focus area. Applications must be submitted through the FEMA Grants Outcomes (FEMA GO) system, with all standard forms including SF-424, lobbying certification, and SF-LLL required. There are no pre-application or post-application deadlines beyond the official submission date. Applications open on August 1, 2025, at 12:00 PM ET and close on August 15, 2025, at 11:59 PM ET. All applicants must register with SAM.gov, obtain a Unique Entity Identifier (UEI), and create a login.gov account. The projected award date is September 1, 2025, with a performance period extending from September 1, 2025, to August 31, 2028. The grant evaluation process includes both subject matter expert and FEMA reviews, using a 240-point scale. Review criteria include technical merit, national scope, target audience, organizational experience, delivery plan, and budget. FEMA emphasizes training that is innovative, accessible to diverse populations, and tailored to rural, tribal, and high-risk communities. For NSSE-focused applicants, priority will be given to training that supports the upcoming 2026 FIFA World Cup and future high-profile events like the 2028 Summer Olympics.
