Grant Description

The Centers for Disease Control and Prevention (CDC), through its National Center for Chronic Disease Prevention and Health Promotion, has announced funding for Cancer Prevention and Control Programs for State, Territorial, and Tribal Organizations. This initiative, issued under the solicitation CDC-RFA-DP22-2202, is designed to advance cancer prevention and control through three coordinated national programs: the National Breast and Cervical Cancer Early Detection Program (NBCCEDP), the National Comprehensive Cancer Control Program (NCCCP), and the National Program of Cancer Registries (NPCR). Together, these programs aim to reduce the burden of cancer by supporting evidence-based prevention, screening, registry maintenance, and coalition-driven strategies that address cancer disparities and promote health equity. The NBCCEDP provides funding to help states and territories deliver breast and cervical cancer screening and diagnostic services to women who are uninsured, underinsured, and have low incomes. It emphasizes clinical services and partnerships with healthcare providers to ensure access to essential screenings. The NCCCP supports states, tribes, and territories in building and sustaining broad-based cancer coalitions that bring together diverse partners to develop and implement jurisdiction-wide cancer control plans. These plans address prevention, early detection, treatment, and survivorship, with a focus on populations disproportionately affected by cancer. The NPCR funds state and territorial cancer registries, enabling comprehensive collection and use of cancer incidence data to guide policy, evaluate interventions, and improve population health outcomes. Funding under this announcement will be awarded through cooperative agreements. The CDC anticipates supporting up to 198 awards across the three programs. Applicants may apply for one or more of the programs, but separate applications are required for each. Estimated annual funding levels are substantial: approximately $155 million for NBCCEDP, $22 million for NCCCP, and $38 million for NPCR. Award amounts vary by program and jurisdiction, with a general ceiling of $8 million per budget period and floor levels ranging from $100,000 to $250,000 depending on the program. Matching requirements apply to some programs, notably NBCCEDP and NPCR, as outlined under federal statutes. The period of performance for funded projects is five years, with the first anticipated start date in May 2022. Applications were due January 26, 2022, following an optional letter of intent submitted by November 27, 2021. Applicants were also invited to participate in pre-application informational calls in November 2021. Eligible applicants include state governments, U.S. territories, tribes, tribal organizations, and certain nonprofits, with eligibility varying slightly by program. Specific eligibility requirements are detailed in the NOFO, with funds generally restricted to government entities and organizations directly supporting cancer prevention and control efforts. Applications must be submitted electronically through Grants.gov. Required components include a project abstract, narrative, budget, organizational charts, key staff résumés, and data management plans, among others. Proposals are evaluated based on technical merit, alignment with program objectives, organizational capacity, and readiness to implement evidence-based strategies. CDC staff will be actively engaged in monitoring, technical assistance, and performance evaluation throughout the funding period. The funding opportunity represents a continuation of the CDC’s long-standing commitment to reducing cancer incidence and mortality while improving equity in cancer outcomes. By supporting evidence-based interventions, strengthening cancer registries, and engaging broad-based coalitions, the program aims to ensure that all people—regardless of geography, socioeconomic status, or other barriers—can benefit from effective cancer prevention and control strategies. The ultimate vision of the initiative is captured in its goal of moving toward “All People Free of Cancer.”
