The U.S. Embassy in Ouagadougou, Burkina Faso, under the U.S. Department of State, is offering funding through its Public Diplomacy Section (PDS) for the Fiscal Year 2025. This funding opportunity, labeled PAS-BF-FY25-APS-001, is designed to strengthen cultural ties between the U.S. and Burkina Faso. It falls under the Annual Program Statement (APS) framework and reflects the Embassyβs strategic goals of enhancing mutual understanding and fostering bilateral cooperation through cultural, educational, and professional exchange programs. Total funding available is $300,000, with individual awards ranging from $1,000 to $25,000. Approximately 15 awards are anticipated, with projects to be completed within one year.
The grant supports initiatives that include but are not limited to academic and professional seminars, cultural workshops, educational exchanges, civic education, media and content development, and youth service programs. All proposals must demonstrate a strong American cultural component, such as engagement with U.S. institutions or experts. The Embassy prioritizes projects that support economic prosperity, good governance, English language promotion, media development, and creative initiatives that foster innovation and bilateral collaboration.
Eligibility extends to U.S. and foreign not-for-profit organizations, public and private educational institutions, individuals, and governmental or international public entities. For-profit entities are excluded. All programs must directly engage Burkinabe audiences in Burkina Faso. While cost sharing is encouraged, it is not a requirement, and all applicants must submit a comprehensive application that includes SF-424 forms, a detailed project proposal, a budget justification narrative, and supporting documentation such as CVs and letters of support.
Applications are due by July 25, 2025, at 17:00 local time. Proposals submitted between April 1 and July 25 will be reviewed by August 15, with results communicated by August 30. Applications can be submitted via email or through Grants.gov or MyGrants. The earliest start date for approved projects is May 10, 2025. Proposals must clearly articulate objectives, timelines, methods, and sustainability plans, and they will be assessed on relevance, feasibility, organizational capacity, budgeting, monitoring, and sustainability.
Applicants must possess a Unique Entity Identifier (UEI) and be registered on SAM.gov unless an exemption is granted. Proposals must be submitted in English, in specified formats, and include a complete set of mandatory forms and supporting documents. The Embassy provides specific guidance on budget development, reporting requirements, and post-award administration.
