This grant provides funding to charter schools and related organizations to develop and share innovative educational practices that improve learning for diverse student populations.
The Expanding Opportunity Through Quality Charter Schools Program (CSP)—Model Development and Dissemination Grants is administered by the U.S. Department of Education, specifically under the Office of Elementary and Secondary Education. This discretionary grant program aims to support the development and wide dissemination of information on innovative and effective practices from high-quality charter school models. It seeks to elevate educational practices across charter schools by enhancing the awareness and adoption of successful educational strategies. This grant opportunity encourages eligible entities to submit projects that detail innovative education models and their implementation, particularly those designed to meet the needs of diverse student populations. These may include models focused on classical and civics education, STEM (including computer science), career and technical education, and educational practices that serve students with special needs, including military-connected students and those in rural or Native American communities. Funded projects must focus on at least one stage of a charter school's lifecycle and provide insights into overcoming common implementation challenges such as securing authorization, enrollment, facility acquisition, and workforce recruitment. Entities eligible to apply include charter schools, charter management organizations, state educational agencies, state governors, state charter school boards, charter school support organizations, authorized public chartering agencies, and other public and private nonprofit organizations involved in charter school operations. Applications may be submitted individually or as part of a partnership or consortium, and must include a detailed project plan with a timeline, logic model, specified objectives, and dissemination strategies. Applicants are required to adhere to open licensing mandates, submit performance and financial reports annually, and participate in technical assistance and project director meetings. Applications for the fiscal year 2025 are due by July 14, 2025, and must be submitted via Grants.gov. The application window opens on May 16, 2025. There is also a deadline for intergovernmental review set for September 12, 2025. A pre-application webinar will be provided to assist applicants, with information available on the Department’s CSP webpage. Funding will support projects lasting up to 60 months, with awards ranging between $350,000 and $500,000 annually. The total available funding for this cycle is approximately $4,000,000, and the Department expects to issue 8 to 10 awards. Applications are evaluated based on significance, quality of design, and management plan, with a maximum score of 100 points. Specific reporting and dissemination requirements apply, and grantees must develop tools and resources such as guides and digital media to promote widespread adoption of proven strategies. Eligible Applicants for Grants: We are establishing the eligible entities for this competition in accordance with section 437(d)(1) of GEPA, 20 U.S.C. 1232(d)(1). Eligible entities include: Charter schools (as defined in this notice); charter management organizations(as defined in this notice); State educational agencies (SEAs); State charter school boards; State Governors; charter school support organizations (as defined in this notice); authorized public chartering agencies (as defined in this notice); and other public and private nonprofit organizations that operate, manage, or support charter schools. Entities that apply for this competition may apply as a partnership or consortium and if so applying, must comply with the requirements for group applications set forth in 34 CFR 75.127-129.Note: Under 34 CFR 75.51, you may demonstrate your nonprofit status by providing: (1) proof that the Internal Revenue Service currently recognizes the applicant as an organization to which contributions are tax deductible under section 501(c)(3) of the Internal Revenue Code; (2) a statement from a State taxing body or the State attorney general certifying that the organization is a nonprofit organization operating within the State and that no part of its net earnings may lawfully benefit any private shareholder or individual; (3) a certified copy of the applicant's certificate of incorporation or similar document if it clearly establishes the nonprofit status of the applicant; or (4) any item described above if that item applies to a State or national parent organization, together with a statement by the State or parent organization that the applicant is a local nonprofit affiliate.
