AFID Planning Grant Program
This program provides funding to Virginia local governments to promote and strengthen agriculture and forestry industries through strategic planning and innovative initiatives.
The Governor’s Agriculture and Forestry Industries Development (AFID) Planning Grant Program is a state-funded initiative administered by the Virginia Department of Agriculture and Consumer Services. Its primary goal is to help local governments across Virginia better integrate agriculture and forestry into their economic development strategies by supporting planning projects and innovative programs in these sectors. The program is designed to encourage localities to take strategic steps that bolster agriculture and forestry-based businesses, while also fostering collaboration among local government entities and the agricultural community. The grant supports a wide array of activities including the development of strategic and business plans, feasibility studies, and marketing strategies aimed at strengthening agriculture and forestry-based businesses. It can also fund initiatives related to agritourism, local food systems, working lands preservation, and biomass or food desert solutions. Additionally, capital expenditures up to $10,000 are eligible within the overall project scope. Proposals that advance the interest of agriculture or forestry but are not explicitly listed may still be considered for funding. However, educational and youth training initiatives, or projects primarily benefiting individual for-profit businesses, are not eligible. Grants are awarded on a rolling basis and available in two tiers: up to $20,000 for single-locality applications and up to $35,000 for multi-locality collaborations. The program operates on a matching basis, generally requiring a 1:1 match. Economically Distressed Localities may qualify for a reduced match requirement of 2:1. At least 50% of the applicant’s match must be in the form of a cash contribution. In-kind and “Other Match” sources such as federal grants, nonprofit contributions, or foundation support may compose up to 50% of the match. Special consideration is available for multi-locality projects and distressed communities. Applications must include a letter of support from the Chief Administrative Officer and demonstrate active participation from a board, committee, or working group with expertise in agriculture or forestry. This body must have support from both the agricultural community and local government and can be newly formed or pre-existing. Awards are made competitively based on criteria including project impact, innovation, feasibility, and demonstration of local commitment. Successful projects are expected to have long-term benefits beyond the grant period and may serve as models for other communities. Grant awards are structured as reimbursable payments, with up to 75% of funds eligible for disbursement before project completion. Each award is governed by a Memorandum of Agreement and requires an interim report at the one-year mark and a final report upon project completion. Projects must be completed within two years of funding, with an optional one-year extension available under justified circumstances.
