The 2025 Byrne State Crisis Intervention Program (Byrne SCIP), administered by the Michigan State Police (MSP) Grants and Community Services Division (GCSD), is a targeted funding initiative that aligns with the U.S. Department of Justice Bureau of Justice Assistanceโs goal of achieving safer communities. Specifically, the program is designed to support state, local, and tribal efforts to prevent or reduce crime and violence, with an emphasis on gun violence. Funds must be expended by March 31, 2027, and reimbursement requests must be submitted by April 30, 2027. The grant is reimbursement-based, and all expenses must be supported by documentation. The program expects to issue approximately 15 awards. Eligible expenses include programming costs, local evaluator services (up to 10% of total project cost), and administrative costs (up to 10% of the total for both the government unit and the CBO). However, expenditures like food, gift cards, clothing, and prizes are explicitly disallowed. Eligibility for this grant is limited to units of government in Michigan, which include cities, counties, townships, towns, and select federally recognized American Indian tribes. These entities must collaborate with one or more community-based organizations (CBOs) identified in the application. Required documentation includes a formal signed memorandum of agreement (MOA), a budget detail worksheet for each entity receiving funds, and a Time and Task Plan that outlines program development and implementation by quarter. Projects must incorporate intervention activities for the duration of the program and be supplemented, not supplanted, by existing funding. Applications must be submitted electronically to msp-cjgrants@michigan.gov by 12:00 p.m. (noon) Eastern on Tuesday, July 15, 2025. The application period opens on June 2, 2025. A Q&A window is open until June 13, with responses posted online by June 16. Applications received after the deadline will not be considered. Applicants are strongly encouraged to ensure their SAM.gov and UEI registrations are current to avoid disqualification. Only the most recently submitted application per entity will be reviewed if duplicates are submitted. Each application must include a project narrative addressing the nature and scope of the problem, proposed strategies, project goals, performance metrics, and an evaluation plan. The evaluation must be conducted by a Michigan-based external evaluator not affiliated with the applying agency or its CBO partners. All grantees are also required to participate in a state-level evaluation led by the University of Michigan Institute for Firearm Injury Prevention (UM-IFIP) and are expected to allocate staff time for coordination meetings and data-sharing. Proposals will be reviewed and scored competitively based on several criteria including problem description, project design, goal setting, timelines, budget clarity, partnerships, anticipated impact, and organizational capacity.
