FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO
This funding opportunity provides financial support to local governments, nonprofits, and other eligible organizations to develop and enhance programs that address homelessness, particularly for youth under 25, by offering various housing and supportive services.
The Continuum of Care (CoC) Program and Youth Homeless Demonstration Program (YHDP) administered by the U.S. Department of Housing and Urban Development (HUD) aim to strengthen coordinated community responses to homelessness. The FY 2025 NOFO continues HUDโs efforts to reduce homelessness through a competitive grant process supporting new and renewing projects across eligible U.S. jurisdictions. The CoC program supports a comprehensive system of housing and supportive services to help individuals and families move toward stable, permanent housing. The YHDP focuses specifically on youth under 25 who are homeless, including unaccompanied minors and pregnant or parenting youth. This opportunity is a discretionary federal grant program managed by HUDโs Office of Community Planning and Development. With approximately $3.918 billion available, the funding will support up to 7,000 awards for project types such as Transitional Housing (TH), Permanent Housing (PH), Supportive Services Only (SSO), and Homeless Management Information Systems (HMIS). Key subsets include approximately $52 million for Domestic Violence Bonus projects, $129 million for renewal of projects from the Unsheltered and Rural Homelessness NOFO, and $228 million for competitive renewal or replacement of expiring YHDP grants. Eligible project periods range from 12 to 60 months. Eligible applicants include state and local governments, nonprofits with 501(c)(3) status, public housing authorities, tribal organizations, and special district governments. For-profit entities and individuals are ineligible. All CoC-funded programs, except for leasing, require a 25% cash or in-kind match. HUD waives this requirement for YHDP renewals when the applicant demonstrates efforts to maximize other youth homelessness resources. Projects must align with federal and community priorities such as reducing unsheltered homelessness, advancing public safety, and promoting economic self-sufficiency. The program also strongly emphasizes trauma-informed, participant-centered approaches. Applications must be submitted electronically through e-snaps (esnaps.hud.gov), HUDโs online grant platform. Required elements include standard federal forms (SF-424, HUD-424CB, HUD-2880), narratives addressing project eligibility and quality thresholds, detailed budgets, and various certifications (e.g., lobbying, drug-free workplace, habitability standards). Applicants must have active SAM.gov and e-snaps registrations. Additional submissions such as HUD-2991 (Certification of Consistency with the Consolidated Plan) and tribal resolutions may be required based on project location. The application deadline is January 14, 2026, by 8:00 PM ET. Awards are expected by May 1, 2026, with performance periods beginning the same day and lasting through December 31, 2027, depending on the project. The opportunity recurs annually. Evaluation includes threshold review, merit review, risk assessment, and selection prioritization based on CoC ranking, system performance, and compliance with HUD priorities. Matching Requirement
Yes - Project applicants that intend to use program income as a match must provide an estimate of how much program income will be used for the match. HUD will not require YHDP Renewal or replacement projects to meet the 25 percent match requirement if the applicant is able to demonstrate it has taken reasonable steps to maximize resources available for youth experiencing homelessness.

Eligible project applicants for the CoC Program Competition are found at 24 CFR 578.15 and include nonprofit organizations; state governments; local governments; instrumentalities of state and local governments; Indian Tribes and tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103); and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
