Whale Tail Grants

The Whale Tail Competitive Grants Program, administered by the California Coastal Commission, funds projects that connect Californians to the coast and ocean through education, stewardship, and outdoor experiences. Established in 1998, the program originated from the sale of California’s Whale Tail license plates and expanded in 2014 through the Protect Our Coast and Oceans Fund voluntary tax contribution. For the 2025–26 cycle, funding is provided through the California Ocean Protection Council (OPC) as part of California Climate Investments, a statewide initiative supporting projects that reduce greenhouse gas emissions and promote environmental equity in disadvantaged communities. The program supports nonprofit organizations, public agencies, school districts, and California Native American tribes to develop and deliver projects fostering marine and coastal literacy, stewardship, and conservation. Eligible projects may include classroom and field-based programs, habitat restoration, climate education, shoreline cleanups, community science, cultural heritage preservation, and workforce development. Priority is given to projects serving communities with limited access to coastal resources and those emphasizing cultural and ecological education. Projects that take place inland must demonstrate a clear connection to coastal or marine themes. Approximately $2 million will be awarded during this cycle, with half of the total funding ($1 million) set aside for projects led by or directly engaging California Native American tribes. Applicants may request up to $50,000 per project, with at least 25% of non-tribal projects designated as small grants under $25,000. Grants are primarily reimbursed monthly, although nonprofits and tribes may request advance payments of up to 25%. Allowable costs include project-specific expenses; general administrative costs, travel outside California, and equipment purchases such as laptops or vehicles are ineligible. Applications are due by December 15, 2025, at 8:00 PM California time. Proposals may be submitted via email, online upload, or postal mail. Applicants are encouraged to attend an informational webinar on November 6, 2025, and to contact Jessica Lie at Jessica.Lie@coastal.ca.gov for guidance. Funding recommendations will be presented to the California Coastal Commission in April 2026, with notifications issued by the end of that month. Projects must begin between May 15 and October 1, 2026, and conclude by November 30, 2028. Evaluation is based on 100 points distributed across educational and environmental impact, audience engagement, project concept, and implementation feasibility. Reviewers assess clarity, feasibility, relevance, creativity, and alignment with community needs. Projects must include tracking and assessment components. Awardees are required to provide funding credit to the Whale Tail Grants Program and the OPC, comply with anti-discrimination and liability clauses, and maintain accurate fiscal records. The program operates annually, with future cycles anticipated to follow similar timelines.
