ROSES 2025: B.3 Living with a Star Science
This grant provides funding for researchers affiliated with U.S.-based institutions to study the Sun-Earth system and improve our understanding of solar variability and its effects on technology and human activities.
The National Aeronautics and Space Administration (NASA), through its Science Mission Directorate (SMD), invites proposals under the Research Opportunities in Space and Earth Sciences (ROSES) โ 2025 omnibus solicitation. Specifically, the B.3 Living with a Star Science program element aims to support research that advances the understanding of the Sun-Earth system, emphasizing the fundamental physical processes that underpin solar variability and their effects on Earth and the heliosphere. This research contributes to the broader objective of enhancing predictive capabilities for space weather and its impact on space- and ground-based technological systems and human activities. The B.3 program element operates within the Heliophysics Division of SMD and is structured to support high-quality, innovative research proposals that address targeted scientific questions related to living with a star. Projects may include theory, modeling, data analysis, and observational studies that use NASA or non-NASA data. The funding instrument may be a grant or cooperative agreement, depending on the nature of the proposed work, though grants are more typical. Performance periods generally extend up to three years, with some flexibility depending on the project's scope. Proposers must be affiliated with institutions registered with NSPIRES (nspires.nasaprs.com). In general, NASA funding is available only to U.S.-based institutions, although international collaborations may be considered if they operate under a no-exchange-of-funds policy. Detailed eligibility rules for international applicants, including those involving U.S. personnel, are outlined in the NASA Grant and Cooperative Agreement Manual (GCAM). The application process for B.3 Living with a Star Science follows a two-step format. Step-1 proposals are due by January 21, 2026. Submission of a Step-1 proposal is mandatory to be eligible to submit a Step-2 proposal, the deadline for which will be announced at least 60 days in advance. Proposals are submitted through NSPIRES, and applicants should consult the full text of the program element via the ROSES 2025 tables (Tables 2 or 3) available on NASAโs solicitation website. Each program element includes unique submission instructions and content expectations. NASA evaluates proposals based on scientific merit, relevance to the objectives of the Living with a Star Science program, and the qualifications of the proposing team. Awards will be announced following the completion of the review process. Questions regarding program specifics should be directed to the named program contacts. Proposers are encouraged to subscribe to updates via NSPIRES and to consult the ROSES-2025 Summary of Solicitation and FAQ pages for ongoing amendments or clarifications. Most program elements under ROSES are recurring on an annual basis. The Step-1 deadline of January 21, 2026, implies that the next cycle will likely open in January 2027, and proposers should plan accordingly for future submissions. Detailed instructions on the proposal contents, eligibility guidelines, and technical submission procedures are available at https://solicitation.nasaprs.com/ROSES2025.

Additional Requirements
Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
