Grant Description

The Tribal Tourism Small Business Grant Program is administered by the Montana Department of Commerce through its Business MT Division. This initiative is rooted in statutory mandates from the Montana Legislature, directing the Department to support economic and recreational development in Montana’s Indian Country using a portion of the Lodging Facility Use Tax. The program is specifically tailored to support tribal citizens in launching or expanding small businesses that contribute to the tribal tourism economy within the state. Eligible applicants must be enrolled members of one of Montana’s federally recognized tribes, be at least 18 years old, and reside in Montana. They may apply for up to $10,000 in grant funding to develop or expand a for-profit business that supports tribal tourism. These funds are issued on a reimbursement basis, although up to 25% of the award can be advanced to cover initial startup costs. Awardees must register their business with the Montana Secretary of State within 60 days of receiving notice of award, and they have 24 months to complete their funded project. Applicants are encouraged—but not required—to work with Native American Business Advisors (NABAs), who can assist with application preparation and business planning. Funds may be used for equipment, supplies, inventory, building renovations, signage, branding, website development, and more. Eligible business types include Native American Made in Montana product retailers, accommodations and experience providers (e.g., vacation rentals or guided tours), licensed outfitters or guides, licensed food or grocery vendors, and service providers supporting the tribal tourism ecosystem. The program expressly prohibits funding for general operating costs (e.g., wages, taxes), travel reimbursement, debt-related costs, land purchases, and any costs incurred before the application submission. Applications for the FY26 cycle will be accepted via the Montana Grants and Loans ServiceNow Portal from October 1 through November 30, 2025. Applicants must create an OKTA profile and upload required attachments: a complete business plan, proof of tribal enrollment, valid identification, and a completed “Use of Funds” form. Incomplete applications or emailed submissions will not be accepted. Once submitted, applications are reviewed for completeness and evaluated based on criteria such as business experience, community need, financial planning, proposed use of funds, and proximity to Montana reservations. The application review and award process spans from December 2025 through March 2026, with award announcements made in April. Grantees must sign contracts by June 30, 2026, after which funds may be distributed. The Department offers training and promotional support throughout the program.
