Sustainable Recreation, Tourism, and Equitable Outdoor Access Directed Grant Program (2025-2027)
This program provides funding to public agencies, nonprofits, and tribal entities for projects that promote sustainable recreation, tourism, and equitable access to outdoor spaces in the Sierra-Cascade Region.
The Sustainable Recreation, Tourism, and Equitable Outdoor Access Directed Grant Program is a key initiative administered by the Sierra Nevada Conservancy (SNC), a California state agency established under the bipartisan Laird-Leslie Sierra Nevada Conservancy Act. This program aims to improve the environmental, economic, and social well-being of the Sierra-Cascade Region through the enhancement, promotion, and development of sustainable recreation and tourism opportunities. The program emphasizes equitable access to outdoor spaces and supports strategies to mitigate environmental degradation and strengthen local economies reliant on recreation. Funded by Proposition 68—the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018—this program has a strong legislative backing. Proposition 68 allocates $30 million to the SNC specifically to support projects that expand recreation economies and access. Eligible projects must serve the Sierra-Cascade Region and demonstrate clear public benefit while aligning with SNC’s Strategic Plan and the objectives of Proposition 68. Additional funding from other sources may be directed to this program, subject to alignment with SNC’s mission. Eligibility for this grant includes a wide range of applicants such as public agencies (including federal and state entities), qualifying 501(c)(3) nonprofit organizations, and tribal entities recognized either federally or by California’s Native American Heritage Commission. Projects must be collaborative in nature, provide lasting public benefits, and may include initiatives such as developing regional recreation partnerships, promoting tourism attractions, building infrastructure, enhancing transportation, and developing cultural interpretation programs. Community access projects with elements like transportation, workforce development, and multilingual education are also supported. The grant process follows a directed, non-competitive model. Interested applicants must initiate contact with the appropriate SNC Area Representative and may submit a concept proposal at any time. If invited, they will then submit a full proposal. For consideration at the June 2026 Board Meeting, concept proposals must have been submitted by December 1, 2025, with full proposals due by March 2, 2026. Final project recommendations will proceed to the SNC Governing Board after completion of all due diligence steps. The program operates on a quarterly cycle and will continue until funds are depleted. Successful proposals must comply with California Environmental Quality Act (CEQA) requirements and provide clear plans for long-term project management and sustainability. Projects with site improvements must also include property access letters and provisions for monitoring over a 25-year period. Grantees are required to report on performance measures, including job creation, economic activities, leveraged resources, and community engagement. A strong emphasis is placed on tribal consultation, community collaboration, and leveraging additional resources to maximize impact. Applicants must consult with both the California Conservation Corps and the California Association of Local Conservation Corps if their projects involve site improvements. Grants are subject to administrative cost caps, reporting requirements, and signage obligations. All funded activities must be consistent with the SNC's overarching mission and strategic priorities, ensuring the long-term resilience and enjoyment of the Sierra-Cascade’s unique natural and cultural landscapes.
