The Sierra Nevada Conservancy (SNC), a California state agency established through the Laird-Leslie Sierra Nevada Conservancy Act of 2004, is the funder behind the Sustainable Recreation, Tourism, and Equitable Outdoor Access Grant Program. This program reflects SNC’s mission to support the environmental, economic, and social well-being of the Sierra-Cascade Region. The program is designed in alignment with SNC’s Strategic Plan and the Sierra Nevada Watershed Improvement Program, and its foundation is supported by Proposition 68, a voter-approved initiative that allocates bond funding to support recreation, tourism, conservation, and equitable outdoor access. The grant program specifically targets the enhancement, promotion, and development of sustainable recreation and tourism opportunities in the Sierra-Cascade Region. It also seeks to improve access to public lands for underrepresented and disadvantaged communities. All projects must provide clear and enduring public benefits and may receive preference if they serve disadvantaged communities, address climate vulnerabilities, or leverage additional resources. This is a directed grant program, which means there is no traditional open or close date. Instead, proposals are accepted on a rolling basis and must be initiated by contacting the appropriate SNC Area Representative. The Area Representative will guide applicants through eligibility confirmation, project development, and submission of the official proposal form. For site improvement projects, applicants must include landowner letters confirming access and willingness to support the project. Environmental compliance with CEQA is required prior to final grant authorization. The SNC may serve as lead agency for CEQA compliance if needed. Evaluation of proposals is an ongoing and collaborative process rather than a single competitive review. Each project is assessed for alignment with funding goals, public and resource benefits, project readiness, clarity of design and budget, long-term management, and support from communities and tribal partners. Projects are also reviewed by technical experts and local stakeholders before a final funding recommendation is submitted to SNC’s executive officer and considered by the SNC Board. Awarded projects must comply with a range of administrative requirements, including progress reporting, signage acknowledging SNC funding, and performance measurement reporting. SNC maintains access to monitor project sites for 25 years following completion.
