The Fiscal Year 2025 FEMA National Earthquake Hazards Reduction Program (NEHRP) Multi-State and National Earthquake Assistance (MSNEA) grant program is administered by the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), within the Resilience Directorate’s Hazard Mitigation Division. NEHRP is a joint initiative coordinated among FEMA, the National Institute of Standards and Technology, the National Science Foundation, and the U.S. Geological Survey. The program aims to reduce risks to life and property from earthquakes through research, implementation, education, and outreach activities. The FY25 MSNEA grant supports nonprofit organizations and institutions of higher education with a proven capacity to develop and implement regional (multi-state) and/or national seismic risk reduction initiatives. Funding under this program is dedicated to projects that promote measurable enhancement in national or multi-state seismic safety and earthquake awareness. Allowable activities include professional development in the seismic community, earthquake preparedness drills, risk mitigation for the business community, updating building codes and ordinances, supporting the National Earthquake Program Managers (NEPM) meeting, maintaining a national earthquake mitigation website, and broader public education. Multi-state efforts can also include seismic mitigation planning, promoting earthquake insurance, conducting seismic safety vulnerability inspections, and educating populations within high- and very-high-risk seismic areas. Eligible applicants include nonprofit organizations and institutions of higher education that can demonstrate both the expertise and administrative capacity to manage national or multi-state earthquake risk mitigation efforts. Subawards are permitted and must meet federal requirements regarding organizational structure, personnel vetting (especially for foreign nationals), and detailed bios for key personnel. Only one application per eligible entity may be submitted. Subrecipients are held to the same compliance standards as primary recipients, including adherence to FEMA policies and federal cost regulations. Funding availability for the FY25 cycle is expected to total $1,314,350, with individual award amounts ranging from $100,000 to $300,000. A total of six awards are anticipated. Indirect and Management & Administration (M&A) costs are allowed (up to 7% for each recipient and one eligible partner). However, costs related to construction, retrofitting, research, real property acquisition, and international travel are unallowable. Applications must be submitted via the FEMA GO system. Required application components include the SF-424 family forms, a Work Plan narrative, budget justification, Combined Master Schedule and Deliverable Table, and an Outcomes Logic Model. Templates for these documents are available through FEMA. The application window opens on August 1, 2025, at 12:00 PM ET and closes on August 15, 2025, at 5:00 PM ET. Award decisions and notifications are expected by September 30, 2025, with the period of performance running from October 1, 2025, to March 31, 2027. Quarterly performance and financial reports are mandatory, and a closeout package must be submitted within 120 days of the end of the performance period. The program does not allow pre-award costs.
