Roseville Area Community Foundation Grant Programs
This grant provides funding to nonprofit organizations and school programs serving the Roseville, MN area to support community projects, programs, or events that promote inclusivity and accessibility.
The Roseville Area Community Foundation (RACF) is a local grantmaking entity based in Roseville, Minnesota, that focuses on improving the lives of residents within the geographic boundaries of the City of Roseville and the Independent School District (ISD) 623. Rooted in its commitment to community wellbeing, the foundation seeks to support initiatives that promote community engagement, address emergent needs, and enhance quality of life. The RACF fulfills its mission through two distinct grant programs: the Responsive Grant Program and the Meeting the Moment Grant Program, each tailored to different types of community needs and funding scenarios. The Responsive Grant Program is designed to fund projects, programs, or events that enhance community connection and address known, ongoing needs. It offers up to $5,000 for community organizations and up to $2,500 for ISD 623 programs. In contrast, the Meeting the Moment (MTM) Grant Program supports projects that address urgent, emerging, or unforeseen needs within the community and can award up to $20,000 to both community organizations and ISD 623 senior administrators. Each grant opportunity is structured to ensure funding goes directly toward programmatic efforts that serve the community, rather than to capital improvements or general operating expenses, except in certain limited, direct-use circumstances such as accessibility improvements. To be eligible, applicants must be located within or serve residents of Roseville or ISD 623, be a 501(c)(3) organization (or ISD 623 program), and must not have received RACF funding within the past 12 months—except when applying to both programs for different initiatives. Applications must be endorsed by a key organizational leader such as the Executive Director or Board President. Prior grant recipients must also submit a grant report before being considered for new funding. In cases where the proposed project relies on a partner within Roseville, a signed letter of support is required. Applicants must submit a completed Eligibility Questionnaire, the official grant application form, a copy of their IRS determination letter (if applicable), a project budget, and any partner support documentation. All application materials must be submitted electronically to [email protected]. Grant requests must be submitted by published deadlines, and all project activities must begin at least one month after the submission deadline to be considered. Applicants must also attend a 15-minute grant review panel meeting to present and answer questions about their proposal. In rare cases, alternative arrangements like Zoom meetings can be made. Grant meetings for 2026 are scheduled four times throughout the year: March 23, June 8, September 14, and December 14. Corresponding application deadlines are March 2, May 18, August 24, and November 23, respectively. Forms must be submitted electronically by these dates. Awards are generally announced shortly after the grant meetings, and funded activities are expected to be completed within 12 months. If delays occur or scope changes are needed, grantees must inform RACF to seek approval for changes. The grant evaluation process considers community impact, project need, feasibility, and demographic reach. Applicants are required to outline goals, methods for measuring success, target populations, and promotional strategies. Budget details must be clearly explained, with expected and confirmed funding sources listed. The RACF emphasizes inclusivity and accessibility in funded projects and strongly discourages events designed solely for fundraising. For more information or to apply, applicants should visit the RACF website or contact the foundation via email.
