Cultural and Natural Resources Technical Reporting at Pacific Installations Bellows Air Force Station and Kaena Point Space Force Station Oahu, HI

The U.S. Army Corps of Engineers (USACE), Fort Worth District, is seeking Statements of Interest (SOIs) from members of specified Cooperative Ecosystem Studies Units (CESU) for a cooperative agreement to support cultural and natural resource technical reporting at two Pacific installations: Bellows Air Force Station and Ka’ena Point Space Force Station, located on the island of Oahu, Hawaii. This effort falls under the CESU Program and is open exclusively to members of the Alaska, Colorado Plateau, and Hawaii-Pacific Islands CESU Regions. The initiative is authorized under the Sikes Act (16 USC 670c-1), which allows for cooperative agreements to support environmental stewardship on military lands, including implementation and enforcement of Integrated Natural Resources Management Plans (INRMPs) and Integrated Cultural Resources Management Plans (ICRMPs). The primary purpose of this cooperative agreement is to provide technical assistance that ensures compliance with federal, state, and local environmental and historic preservation laws. These include, but are not limited to, the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), Native American Graves Protection and Repatriation Act (NAGPRA), the Archaeological Resources Protection Act (ARPA), and the Endangered Species Act (ESA). The cooperator will aid in optimizing management of training lands, protecting biodiversity and ecological health, and preserving historic properties. Deliverables include quarterly reports, attendance at regular meetings, technical memoranda, and support for document review and planning efforts. The base funding expected for the first year is approximately $490,000, with up to six additional 12-month option periods depending on performance and availability of funds. The cultural resource assistance (Task 1) is mandatory during the base period, and natural resource assistance (Task 2) is optional but expected to be awarded concurrently. Activities will include inventories and evaluations of archaeological and historical resources, preparation of annual reviews and updates for ICRMPs and INRMPs, and support for Native American tribal consultations and documentation compliance. Only organizations that are CESU members in the specified regions are eligible to apply. Proposed staff must meet qualifications such as holding relevant graduate or bachelor’s degrees and having supervised field experience in Hawaiian contexts. Statements of Interest must be no longer than two pages and should include qualifications of the principal investigator, relevant past projects, and supporting capabilities such as staff expertise and access to equipment. The deadline to submit SOIs is 10:00 AM Central Time on August 18, 2025. Questions regarding the opportunity are due by noon on July 30, 2025. All required deliverables and progress reporting must comply with the formats specified in the solicitation, and payments must be supported by quarterly invoice packages including SF270 and SF-PPR forms.
