Grant Description

The Kentucky Opioid Abatement Advisory Commission (KYOAAC), under the Kentucky Office of the Attorney General, oversees the distribution of settlement funds from lawsuits against opioid manufacturers and distributors. Established by the Kentucky General Assembly in 2021, the Commission comprises 11 members and is guided by nationally recognized principles of effective opioid response. These include using evidence to guide spending, prioritizing youth prevention, supporting impacted communities equitably, and ensuring fair, transparent processes. This Notice of Funding Opportunity supports prevention-focused initiatives as part of the state’s broader response to the opioid crisis. This grant opportunity is focused on supporting programs aimed at preventing opioid use, especially among individuals with or at risk for Opioid Use Disorder (OUD). Prevention projects may include efforts targeting first-time substance use, community-based education, harm reduction strategies, and programs aimed at reducing adverse childhood experiences. Projects that serve youth under the age of 26, especially through schools or community organizations, are of particular interest. Other focus areas include parental education, naloxone distribution, and mobile clinical services designed to mitigate overdose risks and increase public health resilience. Eligible applicants include all nonprofit and for-profit organizations registered in good standing with the Kentucky Secretary of State, as well as county, city, and town governments. Multiple proposals may be submitted by the same organization, including to other funding categories such as Treatment & Recovery, provided that the projects are substantially different. A single agency must serve as the fiscal agent for collaborative submissions. Documentation of collaboration, such as letters of support or MOAs, is required when applicable. Applicants may request up to $1,000,000 per proposal. Funding may be requested for either a 12-month or 24-month project, and the period of performance must begin no later than 90 days following contract execution in July 2026. Matching funds are not required, though applicants are encouraged to disclose any additional or leveraged funding to demonstrate sustainability. Prohibited uses include land purchases, construction, permit acquisition, and vehicle purchases. Proposals must reflect efficient and sustainable fund use. Supplanting of existing funding is discouraged, and prior recipients must reduce funding requests by 25%. All proposals will undergo an eligibility screen followed by formal review by Commission members. Final awards will be determined by a majority vote. The application portal opens October 15, 2025, and closes on December 19, 2025, at 5 p.m. EST. Final decisions are expected in April 2026, with contracts executed by July. Applications must be submitted through the Intelligrants (IGX) system. First-time users must request credentials by contacting the program representative. Applicants must agree to comply with reporting requirements and participate in program evaluation and monitoring activities.
